Office of the Keeper of Temporary Jurisdictions

MS 5792.42 · Guilds, orders and offices

The Office of the Keeper of Temporary Jurisdictions is the administrative body charged with assigning, delimiting, and eventually dissolving jurisdictions that exist only for a stated duration. It is best known as the maintainer of the master ledger for reconciling spatial torsion measurements and of the Register of Ephemeral Statutes. The Office occupies Floors 1,114 through 1,119 and a disputed landing on Floor 1,121, and reports to no standing committee, a condition its own charter describes as "deliberate and load-bearing."

Mandate

The Office does not govern territory. It governs the interval during which a territory is permitted to be a territory. A corridor certified by the Office may exercise full jurisdictional authority for as little as the length of a bell-toll or as long as nine Concordance cycles, at the end of which its authority lapses automatically and without ceremony. This distinction is set out in Concordance 44, which defines a temporary jurisdiction as "any jurisdiction whose existence is conditioned on a condition, including the condition of its own continuation."

Practically, the Office performs three functions:

  • Issuance of temporary writs, each bearing a stated expiry and a stated means of verifying that expiry.
  • Reconciliation of torsion measurements taken at jurisdictional seams, recorded in the master ledger described below.
  • Deregistration, by which a lapsed jurisdiction is struck and its fixtures returned to the nearest permanent floor.

The master ledger and the Register

The master ledger for the reconciliation of spatial torsion measurements is maintained on Floor 1,116 in bound volumes of 400 leaves each. Entries record the measured twist between adjacent jurisdictions in units of the gauge-degree, a unit whose definition the Office has twice declined to restate, citing the Register of Primary Standards.

The Register of Ephemeral Statutes is the Office's second principal instrument. It is a classified, non-sequential ledger documenting statutes contingent upon the persistence of specific ephemeral architectural features — a statute governing alcove etiquette, for instance, remains in force only while the alcove in question stands. Because features are struck more often than statutes are amended, the Register is understood by its custodians to be partly retrospective.

A statute written upon a stair is a statute until the stair is not.

Relationship to other offices

The Office's jurisdictions overlap, by design and by accident, with several others. It shares seam-measurement duties with the Office of the Keeper of Measures and refers all contested precedence among its own lapsed writs to the Office of the Keeper of Precedents. Where a temporary jurisdiction encloses an unspoken component — a hatch, a gap, an intentionally unlabelled door — the Office defers to the Office of the Keeper of Unspoken Components and to Keeper Valerian personally, under the terms of Procedure 12.ω.

It maintains no liaison with the Office of Perceptual Assurance, a separation the Office has described as "mutually convenient." Disputes that cross three or more jurisdictions are referred to the Committee for Non-Intersecting Jurisdictions or, in acute cases, to an Inspection Cadre formed under the Edict of Tangled Jurisdiction.

Current Keepership

The Office is headed by the Keeper of Temporary Jurisdictions, a post currently held in acting capacity by Keeper Aurin Vess, whose appointment has not been confirmed by Synodal review and therefore cannot be formally challenged. Keeper Vess signs lapsed writs in red ink and persists in the practice, discontinued elsewhere, of reading each one aloud before striking it.

Points of scholarly disagreement

The principal controversy concerns whether the Office's jurisdictions are, in fact, temporary. Concordance 44 holds that a lapsed jurisdiction ceases to exist. Concordance 61, however, asserts that a jurisdiction, once measured for torsion, retains a "residual envelope" indefinitely — an envelope the Office has never agreed to map. Commentators who favour Concordance 61 observe that deregistered corridors on Floor 1,117 continue to register measurable twist, a fact the Office attributes to instrument drift.

A second dispute concerns the numbering of temporary writs. The Office numbers them sequentially within each cycle, but cycles restart at irregular intervals, producing duplicate designations that the Office of Procedural Reconciliation has declined to resolve. The Logbook of the Keeper of Stairs records at least fourteen collisions, and a fifteenth is disputed on the ground that the Keeper of Stairs was, at the time, standing in a jurisdiction that had already lapsed.

Access

The Office receives petitions on Floor 1,114 between the second and sixth bell. Petitioners are advised to bring proof of the condition on which their jurisdiction depends; the Office will not certify a condition it has not seen. The Register itself is not available for inspection, and requests for it are logged, answered, and logged again.
