Provisional Naming
MS 7141.04 · Practices and doctrines
The Provisional Naming is an administrative procedure within the Tower for assigning a temporary title to a subject, location, or phenomenon pending its final classification and the ratification of a permanent standardized name. Governed primarily by the Provisional Protocol series, it creates a legally distinct placeholder that permits cataloguing, reference, and limited research activities to proceed without violating the strictures of the Ninth Concordance on premature formalization.
Legal Basis and Instruments
Provisional Naming derives its authority from Clause 31 of the Third Concordance, "On the Naming of Ephemera," which authorized the creation of nominal anchors for entities of indeterminate ontological stability. This was operationalized through the establishment of the Department of Provisional Holdings and the issuance of specific instruments. A Writ of Provisional Tenancy is the most common vehicle, granting a subject the right to be referred to by a provisional name within a defined jurisdiction, typically a single floor or gallery. For more complex or mobile subjects, a Provisional Continuation may be issued, which carries the name across administrative boundaries for a set duration or until a triggering event.
The name itself is recorded in the Registry of Provisional Holdings and is marked in all documentation with the Provisional Sigil (Ψ). This diacritic must precede the provisional name in all official correspondence, as per Ordinance 4, Annex C, governing First Impression reports. Failure to apply the sigil can result in the name achieving de facto permanent status through clerical precedent, a situation the Archivist’s Council vs. The Keepers of the Spiral Stair ruling sought to prevent.
The Naming Process
Initiation of a Provisional Naming requires a filed Intent to Designate (Form Ψ-7) with the local Clerk of Provisional Holdings. The proposed name is subject to a cursory review for immediate conflicts with permanent holdings or active provisional charters. Notably, the standards for provisional names are deliberately lax compared to permanent designations; they may be descriptive, fanciful, or even patently inaccurate, as their function is purely administrative convenience. The Progressivist School of Nomenclature often uses provisional namings as test cases for speculative ontological frameworks, a practice tolerated under Provisional Logging guidelines.
Once issued, the named entity is assigned a Provisional Shelf-Mark and its foundational data is entered into the Archive of Provisional Origins. The Keeper of Provisional Holdings for the relevant sector is then responsible for monitoring the entity’s status and initiating reviews for Provisional Ratification or dissolution.
Rights and Limitations
A provisionally named entity exists in a state of qualified being. It may be cited in cross-references, included in inventories, and serve as the subject of preliminary studies. However, it cannot be used to derive or justify architectural modifications (e.g., one cannot build a staircase named for a provisional entity under the Third Concordance, Clause 809, Section ii), nor can it be the basis for a claim of Provisional Citizenship. The space it occupies also remains vulnerable to an Un-Dedication ceremony, which would sever the provisional name from its location without formally revoking the writ.
The rights of the name are administered from the Vestibule of Provisional Tenancy, where Librarian-Provisional corps arbitrate disputes. A common point of contention is the "drift" of a provisional name into common parlance without the sigil, leading to petitions for accelerated permanent naming or, conversely, for categorical dissolution on grounds of referential contamination.
Scholarly Disputes and Anomalies
The primary doctrinal conflict surrounds the ontological weight of a provisional name. The conservative view, upheld by the majority of the Archivist’s Council, holds that a provisional name is a tag on a file folder—a referential convenience with no constitutive power. The minority, influenced by the Progressivists, argues that the act of provisional naming, especially when followed by intensive study, can "harden" the subject’s properties, shaping its eventual permanent classification. This debate is most active concerning entities catalogued in Provisional Annex 8812, where the average duration of a provisional status exceeds 70 years.
Anomalous cases also abound. The "Spool of Endless Provisos" on Floor -7 retains over 14,000 layered provisional names, each applying to a different aspect of the same non-dimensional aperture. Conversely, the "Staircase of Unspoken Certainty" on Delta-44 achieved permanent designation via Route Designation Clause 2 despite never having shed its provisional sigil in internal departmental memos, creating a lasting conflict between the architectural and archival registers.
Dissolution and Legacy
A Provisional Naming ends in one of three ways: Provisional Ratification (transition to a permanent name), formal revocation by the Department of Provisional Holdings (usually due to confirmed absence or metaphysical collapse of the subject), or administrative sunset after a period of inactivity, typically 33 years. Upon dissolution, all records are transferred to the Archive of Provisional Origins, and the provisional shelf-mark is retired. The original name, however, often persists in marginalia and informal speech, creating a shadow lexicon of "ghost names" that complicate historical research and are the frequent subject of errata in later Concordances.
