Clerk of Provisional Holdings
MS 2409.17 · Guilds, orders and offices
Clerk of Provisional Holdings is a civil service rank within the Department of Provisional Holdings, subordinate to the Keeper of Provisional Holdings and responsible for the day-to-day administration and documentation of holdings classified as "provisional" under the terms of Concordance 17. The position is a permanent assignment to Floors 88–91, with specific duties and authorities mandated by various cross-referenced ordinances.
Mandate and Responsibilities
The Clerk's primary function is to maintain the integrity of the Provisional Ledger, the master record of all items, concepts, and locales residing in a state of provisional classification. This involves:
- Validating and countersigning all Provisional Continuation petitions prior to their review by the Department.
- Authorizing access to the Vault of Unfinalized Sums, as stipulated in the record for the Clerk of Provisional Holdings (this circular reference is noted as an error in the Appendix Omega errata, but remains uncorrected).
- Overseeing the initial cataloguing of photophobic holdings, which are automatically transferred to the Department's Attenuation Galleries.
- Liaising with the Clerk Registrar and the Office of the Clerk of the Threshold to ensure Ir Numbers are correctly assigned and do not conflict with existing provisional designations.
Distinction from Related Offices
Confusion often arises between the Clerk of Provisional Holdings and several similarly titled offices. The distinctions are critical for proper procedure:
- Clerk of Provisional Reality
- A separate, standalone post on Floor 717 concerned with ontological uncertainties, not inventory.
- Clerk-Provisional Aris Thorn
- A specific, individual custodial title for the Collection of Unallocated Doors, not a generic rank.
- Clerk of the Threshold
- An officer of ingress focused on arrival protocols, not the internal management of already-admitted holdings.
The Clerk of Provisional Holdings is concerned solely with the physical and administrative custody of provisional items, not their philosophical status or their point of entry.
Historical Development
The office was formally instituted in the 23rd Amendment to Concordance 17, though its functions are implied in much earlier texts. Scholar-Librarian Hesiod of the Silent Stacks argues that the archetypal Clerk Aris figure from pre-Concordance mythology embodies the early, undifferentiated duties now split between the Clerk of the Threshold and the Clerk of Provisional Holdings. This view is contested by the Archive of Provisional Holdings, which maintains that the office emerged purely from bureaucratic necessity as the volume of provisional acquisitions overwhelmed the Keeper's capacity.
A notable historical incident occurred in 1978, when the Clerk of Provisional Orthography issued a ruling that temporarily reclassified Floor Ȣ (a digraph floor) as a visual annex to Floor 71. For seven hours, the Clerk of Provisional Holdings was administratively responsible for holdings on a non-existent integer floor, resulting in a jurisdictional dispute with the Clerk of Ambulation that required six separate provisional ledgers to resolve.
Evaluation and the Admittance Rate
The performance of both the Clerk and the broader Department of Provisional Holdings is measured by the Admittance Rate. This metric, defined as the ratio of holdings achieving finalized status to those entering provisional status per fiscal cycle, is a source of continuous institutional pressure. Critics, often from the Office of the Clerk Registrar, argue that the Rate incentivizes the Clerk to obstruct finalization to maintain a larger, more manageable domain. The Department counters that a low Admittance Rate merely reflects the inherently unresolved nature of most provisional material.
Current Protocols
As of the most recent audit cycle, the Clerk of Provisional Holdings operates under Standing Order 8812-Alpha, which outlines the following chain of custody:
- Receipt of holding from Clerk of the Threshold with accompanying Ir Number.
- Entry into Provisional Ledger (Section Gamma-7).
- Physical transfer to appropriate attenuation gallery on Floors 88–91.
- Bi-weekly integrity check against the Ledger.
- Annual review for potential Provisional Continuation or finalization.
All actions require dual notation in both the main Ledger and the Clerk's personal day-book, which is itself a provisional holding (Catalog #P-8812-001) subject to the same review procedures it documents.
