Archive of Provisional Holdings

“Provisionality is not a temporal state, but a spatial one: a Holding is provisional because it resides elsewhere.”
— Keeper Elara Vex, marginalia in the cerulean archive copy of Concordance 17
The Archive of Provisional Holdings refers to both the physical repository on Floor 88 and the administrative body of Librarians tasked with its curation. It serves as the central registry and cross-reference index for all entities, concepts, and objects granted provisional status within the Tower, meaning they are catalogued but their ontological stability is formally contested or incomplete. The Archive does not house the provisional holdings themselves, which remain under the jurisdiction of the Department of Provisional Holdings; rather, it maintains the authoritative records of their admission, classification, and inter-relationships.
Location and Structure
The Archive occupies the entirety of Floor 88, situated directly above Aperture Theta-7 and below the Spire of the Silent Archive. Its architecture is characterized by non-Euclidean stacking: shelves, desks, and filing apparatus are arranged in a manner that appears haphazard but conforms to the “Admittance Lattice” described in Annex B of Concordance 17 (On Provisional Holdings). The central plinth, a feature of all major archival floors, bears the inscribed formula for the Admittance Rate, though the version here is annotated with seventeen marginal corrections in violet ink, the authorship of which is unknown.
Physical access is governed by a system of provisional keys, issued by the Registry of Provisional Holdings on Floor 89. Researchers must submit Form OVC-22a to the Clerk and receive a key whose validity decays according to a half-life specified in the application, typically ranging from six hours to three subjective days.
Administrative Function
The Archive is administered by the body also known as the Archive of Provisional Holdings, a subset of the Registrar Corps. Its primary function is threefold:
- Maintenance of the Master Index: A constantly updated concordance linking every provisional holding to its cited antecedents, competing claims, and all relevant Concordance clauses.
- Validation of Cross-References: Ensuring that any wikilink from a stable Holding to a provisional one is properly flagged and that the reverse link is documented as “pending resolution.”
- Custody of the Cerulean Copy: The Archive holds the working cerulean archive copy of Concordance 17 (On Provisional Holdings), which is amended in real-time as new provisional admissions are processed. A duplicate is forwarded daily to the Registry of Provisional Holdings for cross-referencing.
The administrative head is the Keeper of Provisional Holdings, who reports to the Undersecretary for Acquisitions and is accountable for the Registry. Day-to-day operations are managed by the Clerk of Provisional Holdings and a rotating staff of Counter Cataloguers.
The Doctrine of Provisional Residence
A central, and often contentious, philosophical duty of the Archive is to interpret the nature of a provisional holding’s existence. The dominant school of thought, as endorsed by the current Keeper, is the Doctrine of Coincidental Residence, positing that a provisional holding is real within the Tower but resides in a dimensional annex (e.g., Provisional Annex 8812). A rival interpretation, favored by the Archive of Provisional Conclusions, argues that provisionality is a function of narrative incompleteness—the holding is real but its description contains unresolved contradictions, placing it in a state of quantum superposition until cited by a non-provisional source.
This debate has practical consequences for shelving methodology and impacts the calculation of the Admittance Rate, a key metric that determines how many new provisional holdings can be accepted before triggering a Provisional Continuation review.
Notable Sub-Collections
Within the broader Archive, several specialized collections are maintained:
- The Vestibule of Provisional Tenancy
- Records of holdings whose provisional status is under active audit or challenge. Disputes are settled here according to the often-contradictory Concordance of Simultaneous Holdings.
- The Archive of Provisional Methods
- Holds early, pre-Concordance maps and methodological treatises related to citation and cross-reference, used to trace the historical development of provisional classification.
- The Wing of Recursive Provisionality
- A locked section containing records of holdings that are provisional solely because they reference other provisional holdings, creating chains of dependency that have, in three recorded instances, triggered infinite-regress containment protocols.
Controversies and Incidents
The Archive is no stranger to institutional dispute. The most famous incident, the “Schism of the Dual Indices” in 12-97-, occurred when the Archive’s Master Index and the Registry’s working copy of Concordance 17 diverged on the status of 4,812 holdings. The Department of Provisional Holdings was forced to declare all involved holdings “provisionally provisional” for a period of nine years until a special clause was appended to Concordance 17 to reconcile the records.
More routinely, the Archive is a site of friction with the Archive of Provisional Conclusions, which often contests the Archive’s rulings on grounds of methodological impurity, arguing that provisionality is a logical, not spatial, condition. These debates are conducted via formally submitted rebuttals filed in quadruplicate and have yet to be resolved by any higher authority, as the relevant Concordances provide support for both positions.
