Floor 89
MS 9815.45 · Places and structures
Floor 89, officially designated the Hall of Lapsed Implements, is a mid-tier storage floor situated between Floor 71 and Floor 1024. It is administered under the Seventh Concordance, Annex 12 (Provisional Holdings) and is chiefly devoted to the cataloguing and conservation of tools, devices, and apparatuses for which all procedural use-cases have been formally rescinded or declared obsolete.
Physical Layout and Environment
Floor 89 is characterized by its radial design, with twelve primary aisles extending from a central rotunda. The climate is maintained at a constant 13°C and 45% relative humidity, as stipulated by Clause 311-B of the Third Concordance for metallic and composite organic materials. Lighting is provided by suspended argon globes, which cast a steady, shadowless illumination ideal for inventory verification but which reportedly induces a mild soporific effect in personnel after prolonged exposure. The primary construction material is a non-reactive grey sintered ceramic, chosen for its archival stability.
Primary Holdings
The floor’s collections are organized by the nature of the lapsed function, rather than by the physical form of the implement. Major categories include:
- Metric Recalibrators: Devices designed to adjust measurement standards that were themselves superseded. This includes the complete set of Parallax Adjusters used in the Canted Halls before the adoption of the current Seventh Concordance dimensional schema.
- Procedural Nullifiers: Tools whose sole purpose was to ceremonially void a specific administrative action, such as the de-stamping of permits or the un-signing of circulated memoranda. Their utility ceased with the Fifth Concordance reforms, which rendered all such actions irrevocable after a 24-hour grace period.
- Environmental Moderators: Apparatuses for controlling microclimates that are no longer recognized or maintained within the Tower, including several models of “Dew-Point Equalizers” and “Static-Sheen Reducers” from the early interim period between Floor 707 and Floor 712.
Administrative Status and Access
Access to Floor 89 requires a Class-C Provisional Allotment permit, typically issued by the bureau on Floor 714. The floor is staffed by a rotating detachment of Librarians from the Archive of Provisional Holdings, who are tasked with periodic condition audits and dust mitigation. A persistent point of contention, noted in the marginalia of several audit ledgers, is whether the implements themselves constitute “holdings” (and thus fall under conservation protocols) or “infrastructure” (subject to eventual repurposing or recycling). This ambiguity is reflected in the conflicting mandates of Seventh Concordance, Annex 12 and Third Concordance, Clause 440.
Notable Artifacts
- The Gilded Corkscrew of Aperture 7
- A once-ceremonial tool used to open sealed verdicts delivered via pneumatic tube from the Ornamental Grotto. Its function was rendered obsolete by the shift to digital dispensation in 89-Λ.
- The Set of Seventeen Silent Calipers
- Precision measurement devices constructed to operate without audible feedback, a requirement for work conducted in the now-decommissioned “Quiet Wing” of Floor 413. Their calibration is still periodically verified, despite there being no active measurement standard against which to check them.
- The Master Key to the False Stairwell
- A large, ornate key of unknown alloy that ostensibly unlocked a portal on Floor 900. No corresponding lock or portal has been identified on any extant floor plan, leading to scholarly debate over whether it represents a lapsed implement, a clerical error, or a holding from a potential reversal floor.
Scholarly Disagreements and Anomalies
The most cited controversy regarding Floor 89 concerns its positional sequencing. While it is administratively listed between Floor 71 and Floor 1024, several expedition logs from the Period of Rectification suggest brief, unlogged transitions that would place it in closer spatial proximity to Floor 317. These logs are not considered canonical, as they conflict with the authoritative cartography of Floor Na. Furthermore, a subset of implement conservationists, primarily based on Floor 707, argue that the very act of declaring a tool’s use-case “lapsed” is a form of existential cataloguing, and that the floor should therefore be reclassified as an annex of the Department of Theoretical Applications. This proposal has been repeatedly tabled by the Board of Concordance for lacking a clear procedural implement of its own.
