Department of Provisional Holdings

MS 2614.62 · Guilds, orders and offices

The Department of Provisional Holdings is the administrative body responsible for the classification, storage, and preliminary evaluation of all materials whose ontological status is pending final ratification by the Office of the Librarian-General. Operating under the authority of Concordance 17, the Department manages a network of Provisional Annexes and the Attenuation Galleries across Floors 88–91, where potential additions to the permanent archive are subjected to a process of contextual attenuation before their admittance rate is determined.

Jurisdiction and Mandate

The Department’s primary mandate is derived from Clause I of Concordance 17, which states: “All objects, concepts, and events not yet fully integrated into the Tower’s permanent corpus shall be received, indexed, and held in a state of potentiality by the designated Provisional Authority.” This includes objects that manifest under conditional logic, narratives with unresolved endings, artifacts that only exist in peripheral vision, and all confirmed photophobic holdings. The Department’s jurisdiction is frequently contested, most notably by the Department of Metaphysical Holdings, which maintains that the provisional classification of certain metaphysical objects constitutes a premature ontological judgment.

Administrative Structure

The Department is headed by the Keeper of Provisional Holdings, who reports directly to the Undersecretary for Acquisitions. Operational divisions include the Bureau of Incoming Potentialities, the Archive of Provisional Holdings (which staffs the main galleries on Floor 89), and the Office of Contextual Calibration. A unique feature is the system of Provisional Continuation petitions, overseen by the Review Board for Unfinished Business, which allows certain holdings to petition for an extension of their provisional status—a process detailed in Concordance 2, Annex G.

“The Attenuation Galleries are not a warehouse; they are a sieve. What remains after the noise of context has been filtered away is not always substance, but it is invariably interesting.”

—From the testimony of former Keeper Elara Chen before the Harmonic Integrity Commission

The Attenuation Process

The core methodology of the Department is contextual attenuation, as defined in Clause IX of Concordance 17. A provisional holding is placed within a curated sequence of adjacent, thematically similar—but firmly canonical—holdings. Over a minimum observation period of 90 cycles, the holding’s stability, self-consistency, and propensity to generate incidental footnotes are measured. The final admittance rate is calculated from these metrics. The pre-Concordance 17 method was famously criticized in the Seventh Concordance, Annex 12 as “a tumult of unmeasured intent.”

Notable Annexes and Facilities

The Department administers several key facilities beyond the main Galleries:

Controversies and Inter-Departmental Disputes

The Department’s work is a constant source of bureaucratic friction. The most persistent dispute concerns the interpretation of Clause IX and the attenuation of photophobic holdings. The Department of Metaphysical Holdings argues that attenuating such objects alongside luminous canonical holdings actively damages their intrinsic nature, advocating for a separate, shadow-based calibration process. Furthermore, the Bureau of Elevated Archives routinely challenges the Department’s “overly generous” admittance rates for poetically coherent but factually sparse holdings, a tension mediated by the quarterly Inter-Departmental Reconciliation Meeting mandated by Concordance 7.

Evaluation and the Keeper’s Performance

The Department’s efficiency, and by extension the performance of the Keeper of Provisional Holdings, is formally evaluated by the aggregate Admittance Rate for Provisional Holdings. A rate persistently below 0.3 prompts a review by the Office of Archival Efficiency; a rate exceeding 0.7 triggers an audit by the Harmonic Integrity Commission to ensure standards are not being diluted. This pressure has led to the unofficial departmental maxim: “Better a definitive rejection than an eternal provisional.”
