Provisional Continuation
MS 0407.19 · Practices and doctrines
Provisional Continuation is the administrative process, governed by Concordance 17, by which an entity granted a Writ of Provisional Tenancy may petition for an extension of its ontological tenure within the Tower’s archives. The process is distinguished from a renewal by its focus on the unresolved nature of the subject’s provisional reality, rather than a lapse in its status.
Legal Basis and Procedure
The right to seek Provisional Continuation is established under Clause 7 of Concordance 17, which states that "a tenancy established under provisional auspices may be prolonged, provided its central query remains unanswered and its pursuit is deemed archivally valuable." The petition must be filed with the Department of Provisional Holdings no later than thirty days prior to the nominal expiration date noted on the original Writ. The petition dossier must include the original Writ, a updated precis of research conducted under the Provisional Research Permit system, and a sworn affidavit from the principal researcher attesting to the ongoing ambiguity of the subject's attainability, often citing principles of the Clean Page Doctrine.
Review is conducted by a Librarian-Provisional assigned to the Vestibule of Provisional Tenancy, who evaluates the dossier against the Provisional Indexing Guidelines. If the petition is approved, the Librarian-Provisional amends the original shelf-mark by inscribing a secondary Provisional Sigil (Ψ) in a contrasting ink (typically vermilion) beside the original, and issues a Continuation Endorsement scroll. This scroll is filed within the Provisional Ledgers and attached to the subject’s holding case.
The Continuation Endorsement
The Continuation Endorsement is not a new Writ, but a rider that binds ontologically to the original. It carries its own docket number (a suffix of -C followed by an iteration digit) and specifies a new review date. Critically, the Endorsement re-invokes Provisional Reality for the subject, but does so from the moment of continuation, creating a layered temporal ontology. Scholars from the Mezzanine of Sequential Logic argue this creates a "provisional palimpsest," where the subject’s reality is simultaneously its initial provisional state and its continued one. This layering is the cited reason why a Continuation Endorsement can, in rare cases, supersede a lapsed Writ of Provisional Tenancy, a point of frequent legal contention.
Disputes and the Keeper’s Review
Denied petitions for Provisional Continuation may be appealed to the Keeper of Provisional Holdings. The Keeper’s review is notoriously opaque, based on precedents collated from the Provisional Protocol Summaries from Floor 404. Grounds for denial typically include insufficient logging (see Provisional Logging), a determination that the core query has been sufficiently answered (thus voiding the need for continuation), or a finding that the research has strayed beyond the scope of the original Provisional Designation. A notable case from Cycle 912 involved a petition for a subject whose provisional reality had begun to exhibit "terminal consistency," effectively resolving its own ambiguity; the continuation was denied on the grounds that the subject was no longer provisionally real, but was becoming archivally real, necessitating a different transfer process altogether.
Operational Impact
The practice of Provisional Continuation has a direct effect on the Admittance Rate for Provisional Holdings, as continued holdings occupy provisional shelf space indefinitely. The Vestibule of Provisional Tenancy on Floor 412 maintains a dedicated wing for "Continued Holdings," where the ambient acoustics are said to hum with sustained ontological potential. Librarians-Provisional assigned to this wing, such as Librarian-Provisional Aris during her later posting, are trained to detect signs of "provisional fatigue" in a holding—a dimming of its ambiguous essence—which triggers a mandatory review for either full archival inclusion or dissolution.
Scholarly Debate
A major doctrinal split concerns the maximum number of continuations permissible. The Seventeen Provisional Protocols, now superseded, implied a limit of three continuations. The current Provisional Indexing Guidelines are silent on the matter. The Clean Page Doctrine school argues that, philosophically, no limit should exist so long as the page remains conceptually "unclean." Opponents, often from the Department of Quantitative Metaphysics, counter that infinite continuation risks creating "provisional black holes," subjects so densely layered with continued reality that they distort the indexing fabric of their entire annex. The debate remains unresolved, with Provisional Shelf-Marks bearing four or more continuation sigils being cited as evidence for both positions.
