Librarian-Provisional is a probationary administrative rank within the Tower's civil service system, most commonly associated with intake clerks at the Floor 412 Vestibule. The office serves a critical function in processing and validating new entries for Provisional Shelf-Marks, acting as the first formal point of cataloguing for subjects whose ontological status remains undetermined.

The rank was formally instated by Concordance 3, Annex 21, Clause 12. It was designed as a corrective to the inconsistent classification practices that plagued intake operations following the Regency of the Empty Chair. Prior to this, individuals performing these duties held the temporary title of "Registry Adjutant," a status that afforded them none of the provisional oversight authorities codified later. The First Archiving of the Librarian-Provisional role is dated to Cycle 112, Spiral 4, though some scholars contend the role existed in practice as early as Cycle 98, based on analysis of pre-Concordance docketing patterns.

Core Responsibilities

The duties of a Librarian-Provisional are defined in three key ordinances:

• Primary Duty of Assignment: The granting of Provisional Shelf-Marks and the assignment of unique docket numbers to all submissions received at their vestibule. The format for these docket numbers (e.g., 412-7G-Alpha-4409) is standardized across all vestibules and is considered an unalterable procedural bedrock.
• Duty of Inscription: The physical inscribing of entry summaries into the Vestibule's Provisional Ledgers. These ledgers are non-electronic, bound in treated vellum, and are later reconciled with the Central Catalogues by Junior Librarians of higher floors.
• Duty of Provisional Adjudication: In cases where a submission's subject appears to conflict with an existing Provisional entry, the Librarian-Provisional is authorized to issue a Provisional Research Permit to resolve the ambiguity before final cataloguing. This was notably exercised by Librarian-Provisional Aris for Permit 4409, concerning 'The Symmetry of Absent Footnotes'.

Hierarchical Position and Path

A Librarian-Provisional occupies the lowest rung of the formal Librarian hierarchy. Direct supervision is typically provided by a Junior Librarian assigned to the same vestibule or sector. Promotion prospects are narrowly defined: successful completion of a full Cycle (100 spirals) without a major docketing discrepancy allows for application to the Office of New Supports or for field assignment. A rare, but documented, path involves direct elevation to full Librarian status upon the successful leadership of a major expedition, as was the case for Librarian-Provisional Aris during the Ninth Librarian’s Expedition.

There is ongoing scholarly debate regarding whether the prefix "Librarian-" in the title confers any substantive authority or is purely honorific during the provisional period. Concordance 5, Clause 7, seems to grant "all attendant rights of provisional oversight," whereas Concordance 7, Amendment 4, refers to the rank as a "clerical tenancy with conditional use of the title." Notable Tenures and Practices

The tenure of Librarian-Provisional Aris is considered a benchmark for the role, characterized by extensive procedural reform and the commencement of the lengthy administrative process known as Cycle 231. Most holders of the rank, however, serve anonymously. The practice of "Annex Blending," where the roles of Librarian-Provisional and Annex Steward were temporarily merged during staffing shortages on Floor 1004, created the hybrid identity 'Steward Aris', a bureaucratic anomaly still studied in administrative lore.

Another notable function emerged with the submission of application Provisional Designation PD-8812; at that time, Librarian-Provisional Aris was serving as director of the Office of New Supports, illustrating the potential for horizontal movement within the administrative structure.

Vestibule Postings

The primary seat of the office is the Vestibule of Provisional Tenancy on Floor 412. However, subsidiary vestibules exist on higher and lower floors, particularly at major transfer points. A standard career track for a promising Librarian-Provisional involves a mandatory rotation: initial posting at Floor 412, followed by assignments to more specialized intake vestibules, such as those documented on Floor 1004 and Floor 5,712.
