Keeper of Hydric Phenomena
MS 2892.30 · Guilds, orders and offices
The Keeper of Hydric Phenomena is a senior dual-seal authority within the Tower, jointly responsible for the administration of the Somatic Stacks and the regulation of all aqueous manifestations. The office is defined by the complementary but distinct duties of its two recognized forms: the Keeper as a person (the current postholder) and the Keeper as a body (the disciplinary and archival institution). This duality is codified in the Third Concordance, Annex VII, Clause 12, and is considered a foundational precedent for offices governing non-corporeal or fluctuating subjects.
Dual Authority
The separation of the personal and institutional Keeper is a procedural necessity. The Keeper as a body maintains the perpetual ledgers, disciplinary ordinances, and containment protocols for hydric phenomena. The Keeper as a person exercises executive judgment, authorizes expeditions into fluid-state archives, and provides one of the two required seals for accessing the Somatic Stacks. This arrangement ensures continuity; while postholders change, the body's regulations and accumulated precedent remain constant. A vacancy in the personal office does not suspend the body's authority, though certain actions, such as ratifying a new Tide-Table of the Bronze Gears, require both aspects to be fully constituted.
Jurisdiction and Holdings
The Keeper’s primary jurisdiction encompasses all phenomena where water is the principal medium of expression, record, or anomaly. This includes, but is not limited to: inversely flowing fountains, syllabic condensation on archival glass, the periodic weeping of certain foundation stones, and the cataloguing of hypothetical rivers described in unverified travelogues. The most significant holding under the Keeper’s purview is the Somatic Stacks, a specialized repository for biological and memory-based records suspended in a gelid, aqueous medium. Access mandates the sealed approval of both the Keeper of Hydric Phenomena and the Keeper of the Threshold.
The Keeper also oversees the maintenance of the Tide-Table of the Bronze Gears, a complex hydrological clock on Floor (The Mariner's Crypt) that theoretically predicts fluctuations in the Tower's internal humidity and the activity of catalogued aquatic phenomena. Its predictions are considered advisory rather than absolute.
Notable Postholders
Records of past personal Keepers are kept in the Driptrove Annex. Among the most cited is Keeper Maris (Years 892–945), who established the standard classification system for transient puddles of suspicious origin. Keeper Alaric (Years 1022–1078) famously disputed the Doctrine of Persistent Phenomena as it applied to a recurring waterspout in Spiral 42-Epsilon, arguing for its categorization as a "self-referential echo" rather than a persistent entity. The current postholder, appointed in Year 1210, is Keeper Nereus, formerly a Senior Hydrologist in the School of Negative Phenomena.
Relationship with Other Offices
The office maintains a complex web of jurisdictional interfaces. Disputes over phenomena that are both aqueous and lithic, such as Spontaneous Lithic Accretion involving stalactites, require mediation with the Keeper of Unspoken Components. Furthermore, the regulation of "dry aqueous phenomena" – a category covering described but absent bodies of water, or the memory of rain – has led to ongoing scholarly debate with the Keeper of Provisional Holdings, as these phenomena skirt the edges of the provisional. The Keeper as a body is represented on the Panel for Ambiguous States, which reports to the Undersecretary for Acquisitions.
Controversies and Scholarly Dispute
The most enduring controversy concerns the ontological status of the Keeper's own authority. The Fifth Concordance (Clause 301) states that "the office regulates that which flows, leaks, or pools." However, the later Seventh Concordance (Amendment Delta) clarifies that "regulation applies only to catalogued instances, not to the general potential for liquidity." This has led to a protracted debate: does the Keeper's power extend to a previously unrecorded type of leak, or only to leaks that have already been entered into the ledgers? The institutional body tends toward the former interpretation, while audit committees from the Heliometric Guild frequently cite the latter. This unresolved tension is a standard examination subject for apprentice clerks in both hydric and provisional disciplines.
