Concordance of Simultaneous Holdings

MS 6276.94 · Documents and ordinances

Seventh Concordance, Annex 12 (Provisional Holdings):
“A holding is not a thing; it is a space between designations, made durable by the act of its registration.”

The Concordance of Simultaneous Holdings, also known as Concordance 29.3 or the Tertiary Iteration, is the governing document for the containment, cross-referencing, and logistical processing of holdings deemed to occupy the same nominal physical or conceptual space within The Tower. Formally ratified in the 702nd Synodic Cycle, it supersedes the interim protocols outlined in Concordance 17 (On Provisional Holdings) and Annex Zeta (Cross-Referencing with Negative Holdings), specifically addressing the administrative paradoxes that arise when Simultaneous Veracity is applied to material archives.

Origins and Ratification

The need for a dedicated concordance became apparent following the Crisis of Inelegant Duplication on Floor 144, wherein two distinct holdings—a collection of paradoxically silent bells and a treatise on the acoustics of perfect silence—were independently assigned to the same archival alcove (Alcove 144-Gamma-7). Both assignments were valid under then-current custodial protocols, leading to a seven-cycle stalemate in shelving operations. The crisis was resolved not by choosing one holding over the other, but by the drafting of Concordance 29.3, which established the legal and procedural framework for such “simultaneous occupancy.” The final draft, heavily influenced by the earlier theoretical work of Clerk Aris on Simultaneous Veracity, was ratified after a record 44 simultaneous amendments were passed, a process itself governed by the principles it sought to codify.

Core Principles

The Concordance establishes three core principles, often referred to as the Triune Dictates:

  1. Principle of Coextensive Reality: Two or more holdings registered to the same location are, for all archival purposes, considered to inhabit that location equally and fully. Neither can be declared “more present” than the other.
  2. Principle of Attenuated Interaction: Any procedure (retrieval, inspection, amendment) performed upon one simultaneously held holding must be performed, in precise procedural duplicate, upon all others in the set. This is managed through the Registry of Provisional Holdings using mirrored work orders.
  3. Principle of Contextual Primacy: In any external reference (such as a cross-reference in another article), the holding most contextually relevant to the referencing text may be listed first, but a footnote must acknowledge the co-inhabiting holding(s). This does not imply hierarchy.

Implementation: The Dual-Phase Shelf

The most visible innovation of Concordance 29.3 is the authorization of the Dual-Phase Shelf. These specially constructed units, often fabricated from chrono-clastic materials, present a different holding to an observer depending on minor, often imperceptible, variables such as the angle of approach, the resonant frequency of the custodian’s footsteps, or the phase of the nearest synodic alignment. Crucially, the Concordance mandates that the shelf’s selection mechanism must not be deterministic or knowable by the accessing clerk, preserving the equality of the holdings. A famous example exists on Floor 88, within the Attenuation Galleries, where a single shelf alternately presents a vial of captured shadow and a treatise on photonic negation.

Controversies and Scholarly Dispute

The primary scholarly dispute concerns Clause 12, which deals with the “Admittance Rate for Mutually Exclusive Holdings.” Concordance 17 established a standard Admittance Rate for provisional items, but Concordance 29.3 introduces a variable rate for holdings that logically preclude each other’s existence (e.g., a map of a room with no doors and a manual on egress from that same room). The Crisis of the Countermanded Edict arose when a sub-clause, citing Winters’ Corollary, was interpreted to mean the Admittance Rate should be zero, effectively freezing all access. A counter-interpretation, based on a contested reading of On Perpetual Occupancy, argues the rate should be the sum of the individual holding’s rates, creating a theoretical access potential greater than 100%. The matter remains unresolved, with different floors applying different provisional rates pending a ruling from the Clerk of the Threshold.

Furthermore, traditionalists administering under the older Seventh Concordance, Annex 12 (Provisional Holdings) (such as those on Floor 89) often view Concordance 29.3 as an unnecessary complication, arguing that a truly proficient archivist can mentally hold the contradiction without mechanical aids. Proponents counter that the Dual-Phase Shelf is not an aid to understanding, but a necessary physical instantiation of an archival truth.

Relationship to Other Concordances

Concordance 29.3 exists in a state of deliberate tension with Concordance 45: On the Integrity of Holdings. Where Concordance 45 seeks to limit movement and access to preserve a holding’s discrete identity, Concordance 29.3 necessitates synchronized handling that could be seen as a form of conjoined movement. A special dispensation in Ordinance 702.4 allows for the simultaneous, mirrored transport of Simultaneous Holdings without violating Concordance 45, provided the transport manifests are stamped with the interlaced sigils of both the Clerk Registrar and the Clerk of the Threshold.

Its relationship to Simultaneous Veracity is foundational; the Concordance is often described as the bureaucratic machinery that makes the philosophical principle walk. Where Simultaneous Veracity asserts that contradictory truths coexist, the Concordance of Simultaneous Holdings provides the forms in triplicate to file them.
