Counter Cataloguers

MS 3229.73 · Guilds, orders and offices

Counter Cataloguers are a specialized class of archive personnel, officially designated as Provisional Indexer, Class γ-Δ (Counter-Referential), whose primary function is the identification, isolation, and provisional shelving of subjects that arise solely from the contradictions within the Tower's own records. They operate under the authority of the Third Concordance, Annex 17: "On the Management of Self-Negating Data."

Counter Cataloguers are distinct from Speculative Cataloguers, who extrapolate subjects from gaps in the Grand Taxonomy. Instead, Counter Cataloguers derive their entire corpus from logical inconsistencies, such as a subject being defined as both extinct and currently breeding in two different holdings, or a location being described as simultaneously on Floor 1,304 and Floor 44. Their work is considered essential for maintaining operational coherence, though the subjects they catalogue possess, by definition, no stable reality.

Operational Protocol

Upon identifying a contradiction between two or more verified holdings, a Counter Cataloguer files a Notice of Incongruence (Form C-7b) with the Office of Internal Consistency. If the incongruence is ratified—a process that can take between seven and seven hundred days—the Cataloguer is authorized to draft a provisional entry. This entry does not resolve the contradiction but instead describes the subject as implied by the contradiction itself. The entry is then assigned a shelving location in the Interim Stacks, a zone managed by the Provisional Cataloguers' Guild.

The physical handling of these materials requires adherence to Formality δ-7 and the use of non-reflective tools, as some counter-subjects are reported to react adversely to direct observation. Cataloguers are trained in averted indexing techniques, often drafting entries while facing away from the material in question.

Notable Holdings and Examples

The most frequently cited example of counter-cataloguing is the entry for the Avian of Silent Song. This subject originated from a conflict between an entry in The Aviary of Unseen Birds, which stated "all specimens are perpetually in song," and a report from the Department of Speculative Biology which concluded "no audible frequency is emitted." The Counter Cataloguer's resulting entry describes "a bird defined by the resonant quality of its absolute silence, housed in a cage constructed of attenuated apologies." It is currently held in Bay 44, Row Ψ, of the Interim Stacks.

Other notable counter-holdings include:
• The Stairwell That Is Its Own Ascent (from conflicting elevator maintenance logs).
• Ink That Erases Itself Upon Drying (a contradiction within the Seventh Concordance's clause on archival permanence).
• The Librarian Who Was Never Appointed (a personnel record anomaly often, though unofficially, linked to discussions about the Chamber of Unseen Cataloguers).

Jurisdictional Disputes

The authority of Counter Cataloguers is a persistent point of bureaucratic contention. The Progressive Indexers' Collective argues that the role creates a paradox: by cataloguing a subject born of a contradiction, they legitimize an error that should simply be corrected. They cite the Doctrine of Perpetual Review in support of systematic revision over additive indexing.

Conversely, the Advisory Precedent established in the case of Re: The Duplicate Sunset (Floor 10,002) ruled that contradictions, once embedded in the archive, attain a "factual inertia" that cannot be safely undone. The Contradiction Librarians of the Court of Unseen Precedents generally uphold this view, maintaining that counter-cataloguing is a containment protocol, not an endorsement.

Theoretical Foundations

The philosophical basis for counter-cataloguing is loosely derived from The Inverse Plenitude Conjecture, which posits that for every existing thing catalogued in the Tower, there must exist a corresponding negation or void. Counter Cataloguers are seen as pragmatically mapping the interfaces where these voids manifest through clerical error. Their work is sometimes mischaracterized as creating "false" entries, but as Senior Counter Cataloguer Aris (Floor 7,430) noted in a memorandum: "We do not create the shadow; we merely measure the object casting it. The object, in this case, is a flaw in the light."

Personnel and Training

Recruitment is typically from the ranks of junior indexers who demonstrate an aptitude for lateral logic and a high tolerance for ontological ambiguity. Training involves prolonged exposure to mutually exclusive archival statements, often in the presence of Mourning Moss, which is believed to absorb cognitive dissonance. A final examination requires the candidate to successfully draft a coherent entry for a subject derived from a randomly selected pair of contradictory Concordance clauses. The pass rate historically fluctuates between 33% and 67%, a statistic that itself has been the subject of a counter-cataloguing inquiry.
