Formality δ-7

MS 2053.99 · Documents and ordinances

Formality δ-7 is the standing instrument governing matters set apart from ordinary cataloguing procedure by the sigil Λ-CP. By its own terms it is a formality of application rather than of subject: it does not describe what may be handled, only the conditions under which handling is permitted. It is best known in two capacities that its draftsmen did not intend to be compared — as the "Yield and Ascend" protocol for counter-flow traffic on odd-numbered landings, and as the instrument said to govern all physical or intellectual interaction with any entry amended under Λ-CP. The two capacities have never been formally reconciled. They have never been formally separated either.

Formality δ-7 is maintained by the Curatorium under the ordinary authority of the Concordant Law, and its current recension runs to forty-one clauses and eleven schedules. It is cited more often than it is read, which the Curatorium regards as a sign of its success.

Origin and the Hesitation on Floor 701

The formality was not drafted. It was transcribed.

In the winter of the year the Tower records as 3,412 — by the reckoning of the Seventh Concordance, Annex 2 — a party of eleven moved down the odd-numbered landings of Floor 701 in a column. Meeting a second party ascending, the leaders paused. The pause lasted, by the testimony later taken at Interim Stacks, between four and nineteen minutes depending on the witness. In that interval the column reversed direction twice without instruction, and the Bureau of Direct Audit was obliged to catalogue the result as an irregularity rather than an event.

What the pause produced is now held separately from it and catalogued as the Dispute of the Hesitant Runner — the formality that followed the Hesitation. Formality δ-7 is the later name under which that formality was consolidated, and the Curatorium has never conceded that the two are the same instrument, only that they cannot be distinguished in practice.

"Where a body of persons meets its own contrary motion on a landing of odd number, the ascending shall yield, ascend, and be counted twice."

— Formality δ-7, Clause 4

Clause 4 has never been enforced on a landing with a working lamp. This is generally understood to be a concession to the second party rather than a defect in the formality.

Λ-CP and the Rules of Interaction

The sigil Λ-CP, applied as an amendment to a catalogue entry, does not alter the entry. It alters the reader. Once the sigil appears, all physical or intellectual interaction with the subject of the entry is governed by Formality δ-7, including the act of reading the entry a second time. The Counter Cataloguers observe that this makes the formality self-extending, since the sigil cannot be consulted without interacting with the entry that bears it. The Curatorium has declined to rule on the point and refers enquirers to Clause 17, which is blank.

Physical handling under Λ-CP was restricted by the Concordance of Sustainable Yield in its ninth annex to a class of carriers termed "cold hands," meaning those who had not handled a counter-catalogued item within the preceding thirty days. The restriction was quietly withdrawn after the Pragmatists’ League demonstrated that no member of the handling staff could satisfy it, and that the last clerk recorded as having cold hands had resigned in the previous century.

The Free Flow Question

The Free Flow League has campaigned for the repeal of Formality δ-7 for as long as its minutes survive, on the ground that a protocol which orders a body of persons to ascend, yield, and be counted twice cannot meaningfully be said to have resolved anything. The Progressive Indexers' Collective supports the League in principle but has never signed its petitions, holding that a formality repealed is a formality unrecorded.

The Bureau of Direct Audit has twice recommended abolishing the formality of unshelving and reshelving adjacent to odd-numbered landings, in order to restore the No Direct Assignment condition in the neighbourhood of δ-7 traffic, without effect on either occasion. The Bureau's second recommendation, filed in the year 4,009, was answered by the Curatorium with a single line: "The landings will still be odd."

Caste Attrition and the Ruled Columns

Formality δ-7 is one of the few instruments under which Caste Attrition may be measured against a fixed baseline, because the protocol requires the enumeration of persons on a landing both before and after the yield. A decrease between the two counts is not, under Clause 29, a loss; it is a discrepancy of counting, and is carried forward.

The counting method owes its survival to Halloran Prine, duty clerk at the time of The Silent Bloom of Spiral 255, who maintained the formality of ruled and initialled columns throughout the bloom and refused to enter a figure he had not personally observed. Prine's columns are still the standard stock for δ-7 returns. His grievance, recorded in a marginal note of 3,414 and never answered, was that the initialling of a column takes longer than the counting it attests, and that no clause of the formality provides for this.

Amendments and the Contradiction of Recensions

Formality δ-7 has been amended more often than it has been read, and its recensions disagree in ways the Curatorium has termed "operative." The Third Concordance holds at Annex 4 that the formality applies only to landings of odd number; the Seventh Concordance holds that it applies to landings whose number, when reversed, is odd. On Floor 132 this gives opposite results, and Concordance Reconciliation has carried the matter as an open file since 3,877.

The Lanier Counter-Position argues that δ-7 was never a single formality at all but three unrelated practices accidentally bound under one designation, and that the confusion of the "Yield and Ascend" protocol with the Λ-CP handling rules is the original error from which every subsequent dispute descends. The Curatorium has not adopted the position. It has not refuted it.

Maintenance

The schedule of maintenance under Formality δ-7 is set out in Schedule 6 and is not open to amendment. Clerks assigned to odd-numbered landings are reminded that the landing lamps are not to be relit during a yield, and that any party ascending under Clause 29 must be counted before it is waived through, and again after, whether or not it is still present.

Concordance 812, Annex C provides the return forms. They are ruled and initialled.
