Public (Class P)

Public (Class P) denotes any sentient entity or collective whose primary interaction with the Tower’s holdings is conducted without a formal mandate of custodianship or cataloguing authority. Defined by exclusion in the Third Concordance, Annex C, Clause 4, it encompasses all individuals and guilds not otherwise classified under Moderator, Librarian, or Counter-Cataloguer status. The Public’s rights, obligations, and modes of access form the basis of most administrative law within the Tower.

Definition and Scope

Class P is not a singular body but a legal aggregate, defined by its relationship to knowledge rather than by any inherent characteristic. The seminal text, On the Nature of the Unmandated Reader ( 412.7), establishes the principle: “The Public is that which observes without the burden of proof, consumes without the duty of preservation, and queries without the authority to amend.” Membership is dynamic; an individual may move in and out of Class P depending on activity. For instance, a member of the Margin Commentators Guild engaging in personal study is Class P, but when participating in the Guild’s non-public commentary period for a Class Gamma CCB, they operate under a different, provisional mandate.

Statutory Rights and Obligations

The rights of Class P are enumerated primarily in the Second Concordance, Annex D, which guarantees “The Public’s Right to Unobstructed Awareness of Newly Arrived Knowledge.” This manifests practically through the daily posting of The Notice of Accessions in all Public Atria. Further rights include unimpeded transit through public thoroughfares (Concordance Fourth, Annex A), and the right to petition for clarification of any posted Retrospective Acknowledgement via Form P-12.

Obligations are equally codified. Class P is prohibited from introducing “willful contradiction” into stable holdings (Edict 5119-δ), a charge distinct from the scholarly practice of Contested Contradiction. They are also required to report any perceived “referential echo” exceeding three iterations to a Moderator of Record, as per protocols for Class Γ phenomena. Failure to do so can result in temporary suspension of access privileges.

Access and Interface

The Public interfaces with the Tower’s catalogue through designated spaces. Reading Rooms are the primary locus, offering supervised access to stable holdings. Unstable or temporally-sensitive materials, such as those under Gamma-class deferral, are accessible only via petition and often viewed through a standardized Aperture Seal. The Lamplighters Guild maintains illumination in these public areas, a monopoly granted by Concordancetwelfth; the use of private illumination sources is restricted to prevent “unauthorized textual resonance.”

A significant point of contention revolves around the so-called “Chen Discrepancy,” debated publicly on 563.2–563.5. It concerns whether the right to awareness (Annex D) implies a right to comprehension. The Intentionalist School argues it does not, stating the Tower’s duty is merely to display. The Margin Commentators Guild, conversely, holds that obfuscatory formatting violates the spirit of the Concordance. This dispute remains unresolved, though most procedural manuals err on the side of display-only.

Sub-Classifications and Gray Areas

While Class P is broad, internal distinctions exist. “P-Informed” refers to members who have formally acknowledged receipt of a Class 9 notice. “P-Petitioning” status is granted to those with a pending Form P-12, granting them provisional access to related, non-public docket materials during the review period. The most contentious gray area involves entities that are themselves catalogued. A sentient concept from The Floor of Silent Bells, for example, if it reads about itself, occupies both the position of holding and Public. Current protocol, per the Central Registry of Stated Intent, treats such entities as Class P for procedural purposes, though this is regularly challenged by the Department of Ambient Physiology on public-nuisance grounds.

Administrative Significance

The concept of Class P is foundational to Tower governance. Most ordinances are written to balance archival integrity against Public rights. The existence of Sigma-class ontological hazards, for instance, is never disclosed to Class P, as per the exemptions in Annex C. However, the more straightforward Ontological Class 7-B holdings are fully accessible. The system of Class Δ designations exists almost entirely to manage potential Public confusion over conflicting catalogue entries. In essence, the administrative apparatus assumes a perpetual, observing, and non-expert Class P as the counterweight against which all cataloguing decisions are measured. Its very indefinability is what gives the defined structures of the Tower their purpose.
