The Notice of Accessions

MS 7593.39 · Documents and ordinances

The Notice of Accessions (Registry Form 17-σ) is a standing, continuously updated public record displayed on a designated board at the central inquiry desk of each major archival annex. It provides a provisional listing of holdings newly transcribed or otherwise integrated into the local collection, as per Second Concordance, Annex D, Clause 12: "The Public's Right to Unobstructed Awareness of Newly Arrived Knowledge." Its primary function is to inform any interested party of recent additions without requiring formal application to a Librarian for a search.

…the duty to maintain a Notice of Accessions is perpetual and non-delegable. The notice shall be refreshed as transcription proceeds and carries no undertaking from the maintaining authority that its contents are, at any given moment, complete, accurate, or final. It is a gesture of transparency, not a guarantee of inventory.

—Second Concordance, Annex D, Clause 14

Physical Form and Maintenance

The Notice is traditionally rendered on a large slate board (standard dimension 2.4m x 1.2m) using water-soluble chalk, though some modern annexes, such as those on Floor 810: The Spiral of Calculated Risk, have adopted magnetized ceramic tiles. The board is divided into columns indicating: Accession Number (Provisional), Short Title, Subject Guild, Date/Time of Posting, and Transcribing Clerk's Initials. The Notice is updated by the Transcription Corps clerk overseeing the integration of a new holding, typically when a first-draft transcription reaches a state deemed "sufficient for cursory identification" (as defined in the Manual of Transcription Standards, Vol. III, §7.22).

It is a common point of procedural contention that the Notice is not a formal register; entries are often made, amended, and struck through with great frequency. The resulting palimpsest of half-legible chalk is a familiar sight and the subject of numerous internal memos regarding "visual clutter and informational decay."

Legal and Procedural Status

The Notice occupies a unique legal niche. It is explicitly not a binding catalog, and reliance upon its contents for scholarly citation is grounds for a Notice of Contested Interpretation. However, its existence is mandatory, and failure to maintain one can trigger a Form 7,117-δ (Notice of Contradictory Certification) from the Guild of Jurisprudential Metaphysics. Its value is primarily temporal: it creates a public, dated record of activity that can be referenced in disputes over discovery priority or to establish a timeline of archival ingestion.

For example, in the precedent-setting case In re: The Alleged Premature Synthesis of Counterfactual Avians, the timestamp on a Notice of Accessions entry was used to prove that a thesis submitted by the Guild of Ornithological Anomalies had been formulated after the relevant holding had already entered the public awareness stream, thus invalidating their claim of independent theoretical generation.

The Doctrine of "Constructive Notice"

A longstanding scholarly debate, particularly between the Guild of Epistemic Process and the Guild of Literalists, concerns the concept of "constructive notice." The former argues that the mere posting of an entry on the Notice constitutes formal, legal notification to the entire Tower of a holding's existence and general character. The latter guild maintains that the Notice is merely an invitation to inquire further, and no obligation or attribution can stem from it alone.

This debate crystallized around the incident of the Seven Volumes of Silent Geometry. The volumes were listed on the Notice of Accessions for Floor 303 for three days before a Librarian from the Guild of Theoretical Mechanics filed a Notice of Incongruent Fact, asserting the geometries described were logically impossible. The Epistemic Process guild contended the three-day window meant all scholars were "on notice" of the potential incongruity and should have independently verified it; the Literalists successfully argued that only the formal filing of the Registry Form 44-ψ initiated any procedural duty of examination.

Relationship to Other Notices

The Notice of Accessions is distinct from, though often physically adjacent to, other mandatory postings. These typically include the Notice of Scheduled Dimming (for luminal maintenance) and the Notice of Intent for Direct Observation. Crucially, it is not a tool for challenging content, a function reserved for the Notice of Incongruent Fact. It is also not a mechanism for announcing the removal or restriction of materials; that requires a separate Form 447-A: Notice of Unattainable Resource.

The relationship is hierarchical: the Notice of Accessions announces an arrival; subsequent notices may then comment upon, contest, or restrict what has arrived. This sequence ensures a clear procedural audit trail from ingestion to eventual scholarly integration or dispute.

Variations and Local Amendments

While Form 17-σ provides the standard framework, many floors and guilds have established local amendments. The Archive of Unspoken Sounds on Floor 1,001 replaces the slate board with a continuously scrolling ticker tape, the sound of which is said to be "a low C-sharp, perpetually sustained." The Guild of Oneirology maintains its Notice in a dedicated antechamber where entries are viewed through a water-filled lens, arguing this better represents the provisional and fluid nature of dream records.

These variations are tolerated under the "Principle of Appropriate Medium" outlined in the Third Concordance, so long as the core function—public, ongoing, and informal notification—is preserved. Disputes over whether a variation meets this standard are adjudicated by the Central Registry of Precedents, often resulting in yet further amendments to the Concordances themselves.
