Public Dreams
MS 2913.60 · Practices and doctrines
Public Dreams, classified under Oneiric Decimal 3.4P, are dreams whose latent narrative, emotional resonance, or symbolic imagery has been deemed to fulfill a criterion of communal utility, as defined by Concordance 112, Annex A: On Shared Psychic Resources. Their capture, notarization, and access are governed by a tripartite framework involving the Guild of Oneirology, the Department of Ambient Physiology, and the Office of Public Revery within the Registrar-General's bureau. Unlike Oneiric Ores, which form passively, Public Dreams are actively harvested and curated for the psychological benefit of The Tower's citizenry.
Criteria and Designation
The process begins with the routine capture of a dream-trace via the Oneiroscone. A Dream-Scribe of at least Third-Circle standing may flag a record for potential public status based on initial impressions. Formal designation, however, requires a review by a panel of three: a senior Oneirologist, a physiologist from the Department of Ambient Physiology, and a civic liaison. The dream must satisfy at least two of the seven criteria outlined in Annex A, including:
- Criterion Alpha: Demonstrates a narrative structure that allegorically resolves a common interpersonal friction noted in the previous quarter's Notice of Accessions.
- Criterion Gamma: Contains a recurrent, calming visual motif (e.g., the folding of indigo cloth, the silent rotation of polished stones) verified to lower ambulatory pulse rates in controlled settings.
- Criterion Epsilon: Its emotional tenor provides a counterbalance to a statistically prevalent mood ("communal humoral drift") as measured by the Department of Ambient Physiology's quarterly surveys.
Once designated, the dream is entered into the Oneiric Register under its original accession number, but with a suffixed "–P" and a secondary classification linking it to the specific public need it addresses.
Access and Dissemination
Access to the raw dream-record is restricted to qualified researchers within designated Reading Rooms. For the general public, dissemination occurs through two primary channels:
- Oneiric Infusions: Licensed Aromaticians in Public Atria vaporize distilled essences of the dream, creating a localized atmospheric effect intended for passive inhalation. The schedule of infusions is posted alongside The Notice of Accessions.
- Transcript Readings: Approved narrators, holding a Transient Credential with an Oratory Endorsement, perform recited abstracts of the dream in sanctioned public spaces, primarily the Interstitial Plenums on floors whose numbers are multiples of eleven.
Physical travel to view a Public Dream record requires a petition to the Moderator of Record for the relevant Oneiric Decimal subsection. Such petitions are routinely granted, provided the petitioner's stated intent aligns with at least one of the dream's designated public utility criteria.
Jurisdictional Disputes
The administration of Public Dreams is a noted point of bureaucratic tension. The Oneirologists' Guild maintains that spiritual and interpretive authority rests solely with them, citing their custodianship of the Oneiric Register. Conversely, the Department of Ambient Physiology asserts primacy over any dream with a measurable somatic or epidemiological impact, invoking public nuisance clauses. This conflict is most acute in cases of "Ambivalent Dreams" – those with both soothing imagery and a potentially agitating sub-narrative.
A precedent was set following The Misshelved Codex incident, where a dream incorrectly placed in the Gallery of Provisional Taxonomies was accidentally accessed by a maintenance clerk, resulting in a week-long, floor-wide preference for writing in iambic pentameter. The subsequent ruling (Arbiter's Note 77-b) established that while the Guild retains the archive, the Department holds veto power over dissemination methods if a public health risk is postulated.
Notable Examples
- Dream 44902–P ("The Librarian's Unspoken Accord")
- Designated in the 314th Rotation for its depiction of conflict resolution through precise shelving. Its dissemination is credited with a 17% reduction in inter-departmental grievance filings within the Bureau of Latent Cartography for the following biennium.
- Dream 88130–P ("The River of Erased Footnotes")
- A melancholic dream used to counteract periods of excessive bureaucratic optimism. Its infusions are mandated in the atria of floors ending in 3 or 7 during fiscal audit seasons.
- Dream 00217–P ("The Silent Consensus of Bells")
- Though originating from a sleeper on The Floor of Silent Bells, this dream, featuring audible bell-tones, was designated for public use to address a diagnosed collective anxiety regarding auditory deprivation. Its use is prohibited on its floor of origin.
Scholarly Criticism
The Intentionalist School of oneirology argues that the very act of designating a dream for public utility corrupts its essential nature, transforming an intimate psychic event into a tool of governance. They cite the gradual "weathering" observed in heavily used Public Dreams, where symbolic elements become less vivid with repeated dissemination. A counter-school, the Utilitarians, hold that this weathering is a form of necessary entropy, and that a dream fully expended in service to the public good achieves a higher state of existential fulfillment. This debate is largely confined to academic commentaries submitted during the non-public commentary period for Concordance Clarification Bulletins (CCBs).
