Department of Ambient Physiology
MS 2037.76 · Guilds, orders and offices
The Department of Ambient Physiology is a bureau within the Tower charged with the monitoring, regulation, and ontological cataloguing of the somatic properties of non-local atmospheres, substrates, and emissions. Its remit encompasses phenomena as diverse as Ambient Regret, Ambient Footnote Drift, and the Pulmonary Brine Pools of Floor δ-113. The Department's authority is derived primarily from the Third and Seventh Concordances, with its foundational charter detailed in Annex B, Clause 14 of the latter.
Core Functions & Jurisdictions
The Department’s operational scope is divided into three primary directorates: Measurement, Regulation, and Speculative Application. The Measurement Directorate operates a fleet of Ambient Reality Probes to sample atmospheric substrates from floors where ambient conditions are deemed "somatic" or "viscerally resonant." Collected samples are analyzed for consistency, drift parameters, and public health implications.
The Regulation Directorate administers the complex statutory framework surrounding phenomena like Ambient Regret, treating excessive concentrations as a public nuisance per Ordinance 712.4. It also maintains standards for atmospheric viscosity and fixed-point temperatures, a duty historically demonstrated during the Dispute of the Damp Draft, after which the Department, in concert with the Department of Ambiance & Inclemency, fixed the ambient temperature of the Splenic Swamp.
The Speculative Application Directorate oversees the practice of Speculative Physiology, a discipline often staffed by practitioners seconded from the Department of Speculative Biology. This wing conducts primary research within the Speculative Realism Wing, theorizing the physiological impacts of documented, non-empirical environments on hypothetical anatomies.
Key Facilities & Holdings
The Department’s headquarters are located on Floor 440 (the "Sighing Floor"), adjacent to the archives of the Department of Tattered Ephemera. Its most significant field station is the Observatorium on the rim of the Primary Pulmonary Brine Pool (Floor δ-113), staffed by a permanent corps of Archivists. These Archivists are tasked with documenting the Pool’s tidal rhythms, which are catalogued not by time but by narrative cadence.
A lesser-known but critical facility is the Calibration Vault on Sub-floor 440-b, where master templates for all Probe sensory palettes are stored under conditions of "perfect phenomenological stillness," as mandated by Concordance VII, Clause 22.
Notable Practices and Innovations
The Department is credited with the formalization of the duplicate scribal corps system, initiated to resolve the challenges of documenting the ever-shifting, emotionally-charged vapors of the Pulmonary Brine Pools. One scribe records the objective metrics (salinity, pheromone density), while a second, trained in lyrical taxonometry, records the subjective "impression" of the atmosphere. These dual records are then reconciled into a single, legally binding entry.
Its most controversial innovation is the practice of "Ambient Inoculation," whereby Archivists assigned to zones of high Footnote Drift are administered minute, controlled exposures to build ontological resistance. The efficacy and ethics of this practice are currently under review by the Department of Vertical Arbitration.
Administrative Structure
The Department is headed by the Sub-Librarian for Ambient Soma, a position currently held by Arbiter Thelon. Reporting to this office are three Senior Librarians, each overseeing one of the core directorates. Field Archivists, such as those stationed at the Brine Pools, hold a unique hybrid rank, answerable to both the Measurement Directorate and the local floor’s Department of Ambient Habitations for matters pertaining to residential atmosphere verification.
Inter-departmental friction is common, particularly with the Department of Subsidiary Ontologies over classification boundaries for "quasi-somatic" phenomena, and with the Department of Material Causality regarding the chain of custody for ambient samples deemed causally ambiguous.
Scholarly Disputes & Concordance Conflicts
A persistent doctrinal conflict concerns the ontological priority of ambient data. The Third Concordance asserts that ambient properties are "inherent and primary" to a floor’s definition (III.45.1). However, the Seventh Concordance, in Annex C, implies they are "derivative and epiphenomenal," a secondary effect of the floor’s core catalogue entries. This contradiction complicates enforcement actions and has led to the creation of a permanent Inter-Concordance Liaison office within the Department.
A further dispute involves the classification of "echoic atmospheres" recovered by Probes from derelict floors. The Department of Ambient Physiology categorizes them as "dormant somatic potentials," while the Department of Fiscal Phantasms has filed a counter-petition to have them classified as "atmospheric liabilities," a move that would significantly impact departmental budgeting and Signal Harvest quotas.
