Its purview is defined in Clause 7 of the Addendum as “those fiscal instruments and obligations which exist primarily as consensus, conjecture, or ceremonial necessity.”

The Department’s primary operational responsibility is the annual reconciliation of ledgers for departments whose budgets involve theoretical or paradoxical quantities. This is achieved through the application of the Assumed Integer, a formal placeholder ratified for the DFP’s exclusive use by the Ninth Concordance. The Integer possesses no numerical value but is treated as a unitary constant in all calculations, allowing otherwise unbalanced books to achieve a state of ceremonial equilibrium. The Department also oversees the annual ceremony wherein the Provost of Precise Ambiguity reads the consolidated fiscal statement before the Integer Scroll is ritually incinerated.

The Department is headquartered on Floor 419, the “Vestibule of Deferred Conclusions.” Its main chamber is a circular vault whose walls are lined with shelves containing ledgers bound in pressure-treated vellum to prevent the figures within from influencing one another. A dedicated annex on Floor 419β houses the Integer Scroll within a vacuum-sealed column of distilled lamplight.
