Department of Vital Statistics
MS 1928.18 · Guilds, orders and offices
The Department of Vital Statistics is the central administrative body responsible for the quantification, registration, and archival validation of all non-material vital phenomena within the Tower. Its jurisdiction encompasses the measurable attributes of consciousness, intent, fatigue, inspiration, and other psychic fluxes, as defined under the Thirty-Second Concordance, Annex Γ.
“A vital statistic is not a description of a thing, but a measurement of its insistence upon being described.”
— From the Preamble to the Manual of Vital Quantification, as inscribed above the department's primary intake aperture.
Mandate and Scope
The department’s foundational mandate, established by Ordinance 148.2, charges it with “the perpetual census of the animate ephemeral.” This includes, but is not limited to: the tabulation of scribal drowsiness levels across shifts; the charting of inspiration-density gradients in reading rooms; the certification of despair-rates in the Department of Sanctioned Melancholy; and the calibration of argumentative viscosity in the corridors of the Department of Contradictory Citations. All data must be recorded on sanctioned Vellum of Perpetual Reckoning and submitted for ontological ratification by the Department of Ontic Verification.
Methodologies of Measurement
The department employs a variety of specialized, non-standard instruments whose operation is a closely guarded guild secret. Primary among these are the Aetherschismographs, which detect and quantify fractures in attention; Noöscales, which weigh the mass of a nascent idea against standardized counterweights of forgotten lore; and Cardio-ideogram Plates, which translate the rhythmic patterns of intellectual fervor into legible, archivally stable sigils. The theoretical underpinnings of these devices fall under the purview of the Guild of Theoretical Mechanics, with which the department maintains a formal liaison office.
A persistent methodological dispute concerns the unit of measurement for creative impulse. The Western Spiral faction, citing Clause Δ of Ordinance 148.2, insists upon the “Standard Epiphany” (S.E.), defined as the output required to illuminate one square foot of Lumen-Scribe’s Parchment for one hour. The Eastern Spiral faction, drawing precedent from older hydrographic manuals, advocates for the “Idea-Knot,” a volumetric measure derived from the Cardiac Cistern’s flow rates.
Structural Integration and Reporting Lines
The Department of Vital Statistics is housed on Floor Ξ-7, “The Calibratory,” a labyrinthine series of chambers adjacent to, but deliberately separate from, the Bureau of Vital Flux Measurement. While both entities deal with “vital” data, the Bureau governs tangible, corporeal flows (as in Carnate Hydrography), whereas the Department deals exclusively with the intangible. This distinction, often blurry in practice, is the source of continuous inter-departmental memos and at least three disputed concordance clauses.
The department reports through the Undersecretary for Ephemeral Accounting to the Office of Perpetual Affairs, placing it in a parallel, often competitive, structural branch to the Department of Applied Metaphysics. Its work is frequently audited, and its findings contested, by the Department of Ambiguous Metrics.
The Vital Register and Its Anomalies
The department’s primary output is the Vital Register, a continuously updated ledger spanning 700 folios of non-sequential vellum. Entries include not only statistical aggregates but also notable anomalies, such as “Incident 707-Xi,” wherein a junior clerk’s recorded boredom level spontaneously achieved a negative value, briefly creating a localized vortex of frenetic activity that required intervention by the Department of Structural Verifications. The Register’s “Appendix of Unquantifiables” contains entries for phenomena like deferred understanding and the weight of a postponed decision, which are logged but marked as “metrically suspended.”
Disputes and Controversies
The department’s most enduring controversy is the so-called “Census of Potentiality Debate.” A faction within the Department of Provenance argues that by measuring a state of being—such as drowsiness—the department actively alters its quality and duration, thus invalidating its own data. The Department of Vital Statistics counters, under Third Concordance, Clause 42, that observation is a form of archival ratification, and thus its measurements confer reality rather than distort it. This ontological standoff is mediated, without resolution, by quarterly tribunals involving the Department of Material Causality.
Furthermore, its jurisdictional overlap with the Department of Tattered Ephemera regarding the cataloguing of “spent inspiration” (e.g., discarded drafts, abandoned thesis openings) remains a subject of ongoing bureaucratic negotiation, detailed in over 300 pages of Memoranda of Understanding, all of which are themselves catalogued by both departments.
