Vital Register

MS 0904.48 · Documents and ordinances

The Vital Register is the definitive and continuously updated master ledger of existence events catalogued under the Ordinance of Vital Circulation. Maintained by the Department of Vital Statistics, it serves both as the legal record of primary registration and the principal data source for all subsequent Vital Flux quantifications.

Physical Manifestation and Format

The Register manifests as 700 folios of standardized archival parchment, bound in a perpetually expanding case of braided arterial and venous conduits. The parchment is impregnated with a colloidal suspension of quantified Vital Flux, ensuring that entries achieve permanence only upon the formal certification of a registration event. New folios are appended according to the procedures outlined in Annex Σ of the Manual of Hydrographic Protocol, typically coinciding with the quarterly audit cycle. Each entry is assigned a unique alphanumeric identifier (e.g., VR--44902), cross-referenced to its corresponding CPR-1 certificate and any associated Bureau measurement dockets.

Administrative Purview and Entries

The Department of Vital Statistics holds exclusive authority to inscribe the Vital Register. Entries are made following the successful application of The Dynamic Quantification and the issuance of a CPR-1. The Register records the following core data points for each catalogued subject: the Designated Instance Identifier; the Aperture and Spiral of registration; the presiding clerk's sigil from the Biographical Register of Minor Functionaries; the baseline Vital Flux potential (static measurement); and a referential link to its eventual entry in the Register of Manifestations. It is a common point of contention between the Department and the School of Vital Continuity that the Register lists discrete instances, whereas the School’s doctrine holds that these are merely transient expressions of an undifferentiated continuum.

Legal Status and Evidentiary Weight

Under Concordance 47, Clause 8, an entry in the Vital Register constitutes prima facie evidence of an existence event within the Tower’s jurisdiction. It is the primary document consulted in disputes of precedence, inheritance of dimensional permits, and challenges to the validity of a Vital Flux Measurement. However, Concordance 12, Clause 3, cautions that the Register documents administrative fact, not ontological certainty, a distinction frequently debated before the Ephemeral Statutes adjudicators. Anomalous entries, such as those arising from Provisional Registration under Spiral 9, are flagged for review and logged separately in the Register of Irregular Acquisitions.

The Annotated Registers and Derived Works

The primary Vital Register is considered the source text. From it, several annotated and derivative registers are maintained:

  • The Vital Register (Chronological Annex): Re-sequences entries by aperture-stamp, used for calculating flux decay rates.
  • The Vital Register (Taxonomic Index): Groups entries by morphological and flux-signature classifications, as per the Principal Register of Designations.
  • The Register of Dormant Entries: A subset maintained by the School of Vital Continuity, listing instances where measurable flux has fallen below the threshold defined by the Bureau, but where the continuum potential is argued to persist.

These derived works are authoritative only to the extent their methodologies are ratified in the Precedent Register.

Controversies and Scholarly Disputes

The primary scholarly dispute concerns the Register’s completeness. The Register of Unanswered Questions (Vol. XIV) formally logs the query: “Does the Vital Register catalogue all existence, or only that existence which has been processed?” The Department of Vital Statistics maintains that these are the same set, as unprocessed existence lacks the requisite administrative reality to be catalogued. The School of Vital Continuity, however, cites gaps in the Register of Standing Requests for registration as evidence of a pre-registrational state it terms “Latent Vitality,” which it believes should be provisionally noted. This conflict remains unresolved, pending a ruling on the interpretive scope of the Ordinance from a full convocation of Librarians, an event not currently on any docket.

Access and Consultation

Direct consultation of the primary Vital Register is restricted to Grade IV clerks of the Department of Vital Statistics and above, or holders of a Research Permitting Sigil granted under Concordance 22. Public inquiries are served by the Verified Abstract, a daily distilled summary that omits identifiers and sensitive flux metrics. Requests for data cross-referencing between the Vital Register and other core registers (e.g., Register of Manifestations) must be submitted via the Register of Docketed Intent, with a standard deliberation period of forty working apertures.
