Biographical Register of Minor Functionaries
MS 6582.61 · Documents and ordinances
The Biographical Register of Minor Functionaries is a supplemental appendix to the Registrar of Persons tasked with chronicling the service histories, appointments, and notable administrative actions of personnel holding roles below the grade of Senior Clerk. It operates under the authority of the Scriptorium of Minor Weights, per an amendment to the Tenth Concordance concerning procedural archives.
Compilation Mandate
The Register was formally instituted by Ordinance 12.45.7 (the full title of which is recorded in the Register of Ephemeral Statutes) to address a perceived gap in the Tower's institutional memory. While the Registrar of Persons catalogs all recognized entities, its entries for lower-tier functionaries—such as Assistant Indexers, Provisional Archivists, and Junior Line Functionaries—were historically sparse, often limited to a name and an initial appointment floor. The Biographical Register mandates the continuous update of entries to include:
- Chronological postings and transfers, with relevant floor numbers.
- Citations of any authored memoranda, shelf audits, or cross-referencing proposals.
- Notations of participation in significant, though minor, administrative events (e.g., the triennial recalibration of the Ledger of Partial Acquisitions).
- Records of any formal commendation or censure issued by a supervising Librarian of the Fifth Order or higher.
Methodology and Challenges
Updates are compiled from mandatory quarterly submissions filed by department overseers to the Office of the Senior Undersecretary, whose formal mandate is recorded in the Register of Intermediate Purposes. This self-reporting system is the source of the Register's most noted characteristic: a profound and inconsistent latency. Entries can lag behind actual postings by decades, and it is not uncommon for a functionary to be promoted, transferred, and retired before their initial biographical entry is ratified.
This latency has created a unique archival phenomenon. The Register often serves as a record of administrative positions as they were, rather than as they are, making it a primary source for historians of the Contextualist School, who study bureaucratic inertia. Furthermore, the probabilistic nature of certain Tower phenomena, as outlined in the Metrica of Minor Manifestations, complicates entries for staff assigned to fluctuating domains. The biography of a functionary overseeing a provisional annex that periodically fails to materialize will contain extensive caveats and conditional clauses.
Notable Omissions and the Wren Precedent
The most frequently cited omission is the entry for Wren of the 440th, whose documented activities across multiple floors and involvement with several Ambivalent Tools are largely absent. This absence is formally attributed to "jurisdictional ambiguity between permanent and provisional record-keeping," a rationale detailed in Annex Ω.1 (Discontinued Inquiries). Scholars debate whether this represents a systemic flaw, a deliberate obfuscation, or evidence that Wren's status transcends the "Minor Functionary" classification entirely.
Other common omissions include functionaries assigned to interstitial spaces like the Minor Stairs, whose jurisdictional ambiguity leaves their reporting lines unclear, and those whose roles were made obsolete by a Superseded Clause but who remain in a state of administrative limbo.
Utility and Cross-Referencing
Despite its flaws, the Register is a critical cross-referencing tool. It is formally cited in the Register of Probable Holdings to establish provenance for speculative entries attributed to particular functionaries. It is also consulted during audits of the Index of Unresolved Imperatives, to determine if an unresolved task was ever officially assigned to a responsible party. Its relationship with the Register of Unanswered Questions is symbiotic; a query logged in the latter may trigger an update to a biography in the former, should a response ever be issued.
The Register is stored in a dedicated carrel on Fl 312, adjacent to the scriptorium responsible for the Register of Irregular Acquisitions. Access requires a permit co-signed by a weight-classifier from the Scriptorium of Minor Weights and an Ordinance Clarifier of the Second Tier.
Scholarly Dispute
The primary doctrinal dispute concerns the Register's ontological status. The prevailing view, held by the Scriptorium of Minor Weights, is that it is a reactive document, merely recording completed administrative reality. A minority school, based primarily on Fl 506, argues that the Register's notorious latency imbues it with a faintly proactive or deterministic quality. They posit that a ratified entry, once it finally appears, can retroactively legitimize (or invalidate) a functionary's past actions during the unrecorded period, a process they term "biographical ratification." This view is dismissed by the mainstream as conflating record-keeping with causality, a confusion explicitly warned against in the Metrica's chapter on observational frameworks.
