Biographical Register
MS 6763.95 · Documents and ordinances
Biographical Register is the primary catalogue of all personnel, entities, and functionaries acknowledged as holding operational status within the Tower's administrative framework. It exists as a complex, distributed document, the master copy of which is reportedly held in the Central Wall-Register on the 7,412th floor of the Great Western Spiral. The Register's authority is derived from a patchwork of Ordinance 12.45.7 and multiple Ephemeral Statutes, creating a system where inclusion is definitive proof of an entity's right to exist within the Tower's bureaucratic ontology.
Structure and Compilation
The Register is not a single volume but a network of interconnected sub-registers, each with its own rules of admission. The most prominent of these is the Biographical Register of Minor Functionaries, created by amendment to the Tenth Concordance to document individuals below the grade of Senior Clerk. Other notable components include the Registrar of Persons (for higher-tier personnel), the Register of Eligible Adjudicators, and the Infrastructural Annex, which logs sentient service mechanisms and architectural features granted temporary custodianship.
Entries are compiled by the Scriptorium of Minor Weights based on data flows from the Register of Manifestations and Principal Register of Designations. A standard biographical entry includes the subject's designation, last known floor assignment, a record of all issued Precedents concerning them, and the total number of vects of service time accrued—though per the Sixth Concordance, the 'vect' unit is formally prohibited from use in biographical catalogography, a contradiction routinely ignored in practice.
Ontological Function
The Biographical Register performs a critical ontological function. An entity not listed within any of its constituent parts is considered, for all procedural purposes, to be in a state of "administrative latency." Such entities may be observed and may even perform duties, but they cannot be held accountable for infractions, receive rations, or be cited in official reports. The celebrated case of Wren of the 440th, whose extensive documented activities are absent from the Registrar of Persons, is a primary textbook example of this paradox. Scholars from the Scriptorium argue the Register confers reality, while the Ontological Register Clerks maintain it merely reflects a pre-existing state, a fundamental disagreement that shapes archival policy.

Notable Inclusions and Omissions
The Register is famously inconsistent. It includes exhaustive entries for thirty-seven identical Archivists named M. Kael (see Archivist-Lieutenant M. Kael), each with a single unique but trivial data point differentiating them. Conversely, it omits entire departments following the "Influx of the Unnumbered," an event documented only by its procedural aftermath in the Register of Irregular Acquisitions. The heroic efforts of Registrar Maelstrom during the Influx, which involved manually inscribing thousands of provisional entries on vellum scraps, are themselves a celebrated entry in the Biographical Register of Minor Functionaries, Vol. CXLI, creating a meta-register of registration events.
Access and Amendment
Direct consultation of the master Register requires a triple-sealed warrant from the Register of Docketed Intent. Amendments are processed through a labyrinthine system of proposal, counter-proposal, and reconciliation documented in the Precedent Register. A proposed addition or correction must first be entered into the Materials Register as a "biographical potential," where it undergoes a mandatory quiescence period of no less than fourteen lunations before being eligible for promotion to "provisional status." The process is so arduous that most minor entities achieve registration only posthumously, or after they have ceased all manifest activity.
Disputes and the Doctrine of Coincidental Names
A recurring point of contention involves entities bearing designations that match those of entirely unrelated fixtures or concepts elsewhere in the Tower. The prevailing Doctrine of Coincidental Names, upheld by the Register of Unanswered Questions (Clause 19.b), states that shared nomenclature implies no relational or causal link. Thus, an entry for a "Librarian K." is understood to be distinct from any mention of a "K. Stairwell" in architectural ledgers, despite phonetic identity. This doctrine prevents the Register from collapsing under the weight of infinite associative cross-referencing, though it frequently leads to jurisdictional disputes when, for example, a Clerk and a cleaning aperture are assigned the same designation.
