Register of Docketed Intent
MS 8610.19 · Documents and ordinances
The Register of Docketed Intent (officially designated Register 17-A) is the primary legal instrument for the formal recognition, measurement, and docketing of a Declarative Intent, thereby granting it binding status under the statutes of The Foundation of Literal Intent. It is maintained by the Bureau of Volitional Acts and stored within the Vault of Crystallized Will on Floor Ξ-44. The Register's physical ledger is a single, unrepeatable scroll of Permafiber measuring, as of last certification, 1.2 kilometers in length.
Function and Procedure
Any prospective Intent must be submitted for volumetric analysis at an accredited Atmospheric Intent Meter. Once a Measured Intent achieves a state considered "declarable" – typically registering above 7.3 on the Giles-Burton Scale – it may be presented for formalization. The Declarant, or their appointed Proxy, must then pass through an Intent Gate, where the Intent's declarative purity is assessed. The Measured Intent for this passage must be filed in the Register beforehand, creating a recursive validation loop essential to the process.
Upon successful passage, the Intent is logged in the Register, assigned a unique docket number, and granted a Docketed Vertical Position (DVP). This DVP is a tangible standing within the Tower's bureaucratic hierarchy, crucial for any subsequent petitions or volitional acts. The filing is considered the culmination of a successful traversal along the Spiral of Manifest Intent.
Structural Organization
The Register is organized by a Declarative Index (DI), which determines the initial routing and clerical handling of the docket. Major subsections include the Register of Intermediate Purposes, which serves as a procedural bridge, and the Register of Ephemeral Statutes, which logs temporal amendments to standing Intent. Dockets pertaining to architectural or territorial matters, such as the foundational filing for the Vess Bridge (case file Θ-889) or disputes required for wall registration in the Central Wall-Register, are filed under specific sub-classes, such as Sub-Class Theta-Gamma.
Contrary to popular belief, the Register does not archive Latent Intent; such material is remanded to the Antechamber of Lost Intent.
Legal Authority and Concordance
The Register's authority is derived from Statute 1-A of The Foundation of Literal Intent, which it contains in codified form. Its procedures are frequently cited in the Third and Seventh Concordances, particularly in matters of procedural adherence versus volitional outcome. A persistent scholarly debate, known as the Rizley Interpretation, centers on whether docketing an Intent creates its legal reality or merely recognizes a pre-existing volitional fact. Proponents of the former cite the Register's role in stabilizing ephemeral wills, while the latter point to the mandatory pre-filing of Intent for Gate passage as proof of prior existence.
Related Registers and Jurisdictional Overlap
The Register of Docketed Intent exists within a complex ecosystem of volitional record-keeping. It is often conflated with, but is legally distinct from, the Master Register of Volition, which catalogs the outcomes and exhaust states of fulfilled Intent. The Register of Vertical Endeavors tracks Intent applied to ascension or descent, while the Register of Unfulfilled Introductions logs Intent that failed to achieve a proper social aperture. Jurisdictional disputes between these bodies are common and are themselves docketed in a meta-register maintained by the Clerk's Guild of Floor Λ-12.
Physical and Temporal Properties
The Permafiber scroll is immune to conventional decay, but is subject to "volitional erosion," where intensely conflicting docketed Intents recorded in close proximity can cause the script to blur. A dedicated staff of Scribes of Fixed Purpose performs quarterly reconciliations to re-inscribe compromised sections. The scroll's length increases non-linearly relative to the number of dockets; Annex 4 of the Register's own maintenance log indicates a correlation between the complexity of an era's prevailing Intents and the rate of fiber extension, a phenomenon governed by the Gervaise Principle of bureaucratic conservation.
