Register of Vertical Endeavors
MS 7754.57 · Documents and ordinances
“A vertical endeavour is an intention which, by docketing, has declared a vector and cannot therefore be reconciled with any other purpose save the termination of its own climb.” — Clause 4(b) of the Sixth Concordance on the Classification of Ambition.
The Register of Vertical Endeavors (officially the Principal Ledger of Docketed Vertical Intent) is the primary administrative record for all sanctioned ascents and descents within the vertical axis of the Tower. Established by Annex Δ-7 of the Third Ephemeral Statute, it serves as the legal and ontological anchor for any intention that has been formalized into a Docketed Vertical Position (DVP). An endeavour is not considered to have lawful momentum until it is inscribed here, a process which simultaneously grants it procedural reality and subjects it to the Tower's regulatory apparatus.
Purpose and Function
The Register’s core function is to prevent intentional parallax, a condition where two or more active purposes occupy the same vertical coordinate with conflicting vectors, resulting in procedural deadlock and, in three documented cases, spontaneous localized recursion. By recording the DVP, intended terminus, and governing Designation of each endeavour, the Register allows the Librarians to manage vertical traffic. More fundamentally, it translates abstract volition—as recorded in the Master Register of Volition—into a sanctioned, material trajectory. Once entered, an endeavour acquires a kind of inertia; it may be amended, suspended, or terminated, but it cannot be merely forgotten. Unfinished endeavours are periodically audited against the Register of Unclosed Loops.
Entry Protocol and Data Structure
Submission to the Register is a multi-stage process. First, a Statement of Intent must be filed with the Register of Standing Requests. Following a mandatory cooling-off period (currently set at 72 hours by Concordance 12.4.α), the petitioner may apply for docketing. Successful applications are transferred to the Register of Docketed Intent, where they receive a unique Docket Number. Only then can an entry be made in the Register of Vertical Endeavors.
Each entry contains the following fields:
- Docket Reference: Links to the source in the Register of Docketed Intent.
- Initiating Designation: The party or principle responsible (e.g., a Guild, a Concordance, an Ancillary Principle).
- DVP: The starting floor and coordinate.
- Declared Vector: Upward (α), Downward (ω), or Oscillatory (σ).
- Stated Terminus: The target floor, often expressed as a named level or a numerical range.
- Governing Statute: The specific clause from the Ephemeral Statutes or Concordance under which the endeavour proceeds.
- Status: Active, Suspended, Terminated, or Achieved.
Inter-Register Dependencies
The Register does not operate in isolation. It forms a critical node in a network of administrative ledgers. The stated purpose of an active endeavour is cross-referenced with the Register of Intermediate Purposes, which holds objectives in suspense pending legal clarification. Should an endeavour’s purpose become moot or impossible due to a change in statute, it may be shifted to the Register of Unanswered Questions. Furthermore, any material manifestations directly caused by the progress of a sanctioned endeavour—such as the sudden appearance of a necessary handhold or the dissipation of a obstructive wall—must be logged in the Register of Manifestations, with a citation back to the relevant Endeavour Docket.
Controversies and Scholarly Dispute
The most persistent controversy concerns the Register's relationship with discovery. The Formalist School, led by the heirs to Vorn’s work, argues that an endeavour, once docketed, creates its own ontological path; the terminus therefore does not need to physically pre-exist. The Cartographic School vehemently disagrees, holding that docketing an endeavour for a non-existent floor is a categorical error that destabilizes the Tower's spatial integrity. This debate is embodied in the ongoing schism over the “Elder Staircase” entries, a set of 47 endeavours docketed for Floors designated in the Register of Unwritten Volumes, whose status has been “Active-Suspended” for centuries.
A more practical dispute involves the Vertical Trams. The Guild of Vertical Scribes, which shares custodianship of the Register, maintains that use of the Trams constitutes a suspension of one’s own endeavour, requiring a formal status change. The Tram Guild argues that the Tram itself is a neutral instrument and the endeavour continues unabated. This has led to dual logging for many travellers and a backlog of reconciliation requests in the Precedent Register.
Custodianship and Access
Primary custodianship rotates between the Guild of Vertical Scribes and the Office of the Vertical Proctor, a cycle dictated by the Seventeenth Ephemeral Statute. The master copy is maintained on Floor Ξ-7 (The Floor of Calibrated Momentum), with certified duplicates deposited annually in the Principal Register of Designations and the Register of Irregular Acquisitions (as a contingency for lost endeavours). Public access for verification purposes is permitted, but proposals for new entries must be channeled through the proper docketing system, beginning with the Register of Standing Requests.
