Ancillary Register

MS 6904.94 · Documents and ordinances

Ancillary Register refers to one of two distinct, yet procedurally linked, official ledgers maintained by the Librarians of the Tower. The precise relationship between the two Registers—one a certified duplicate, the other a transit log—has been a point of contention in archival jurisprudence for centuries, governed by conflicting clauses within the Third and Seventh Concordances. Both documents are ultimately housed within the Vault of Unanswered Questions, though their physical and administrative paths diverge.

Primary Function as Certified Duplicate

The most cited function of the Ancillary Register is its role as the certified, searchable duplicate of the Register of Unanswered Questions. Per Concordance 7, Annex 12, any query that receives a formal Status 7-B ("Unanswerable Given Present Holdings") classification must be logged in the primary Register. However, due to the Curatorial edict that the primary Register not be directly consulted to prevent "conceptual contamination," a duplicate was mandated. The Ancillary Register fulfills this role. It is updated biannually, during the Illumination Audit, via a non-reversible transcription ritual performed in the Silent Scriptorium on Spiral 711. The validity of this duplicate is confirmed by a Binding Trigger keyed to the wax seal of the Chief Archivist.

Function as Transit Ledger

Separately, and under the authority of the Codicil of Lumen (an ancillary document to Concordance 11), the title Ancillary Register also denotes the official ledger documenting the temporary withdrawal and transit of materials from the Vault of Unanswered Questions. This version of the Register is stored within the Vault itself, on Spiral 899, Level 42. Each withdrawal requires a completed OVC-1a form ("Ordinance for Volitional Consultation"), upon which the subject's primary catalog entry is cross-referenced to this ledger. Entries note the retrieving agent, the authorized duration, and the intended location of study, often a Vestibule of Provisional Tenancy. This process is a prerequisite before any matter can be transferred to the Register of Standing Requests for active inquiry.

"The Ancillary Register, in its dual aspect, serves as both the mirror and the gatekeeper. It reflects the immutable questions yet simultaneously logs the mutable act of their reconsideration. This is not a contradiction but a necessary paradox of a living archive."

Procedural Conflicts and Clarifications

The coexistence of two ledgers under one name has generated significant bureaucratic complexity. The primary dispute hinges on whether the transit-log function supersedes the duplicate function, or if they are intrinsically separate documents that merely share a designation. Precedent from the Precedent Register case 899-45-Δ (Re: Improper Withdrawal of Ephemera) ruled that the OVC-1a procedure references the transit ledger exclusively. However, scholars referencing the Registry of Perpetual Amendments note that metrics generated under Protocol Alpha for audit purposes are always filed against the certified duplicate, implying its administrative primacy.

A further complication arose with the Stairwell Zeta incident, where a collapsed ancillary corridor revealed a third, older ledger fragment also labeled "Ancillary Register." This fragment concerned the tracking of Spontaneous Manifestations, a duty now squarely under the purview of the Register of Irregular Acquisitions. This discovery fueled the theory that "Ancillary Register" is a floating title applied to any secondary log spawned from a primary Register of Volition, a theory debated heatedly but inconclusively in the ancillary stacks of the Inkwell Concordance.

Physical Form and Access

The certified duplicate is maintained on standardized, acid-free vellum sheets bound in a continuous scroll housed in a climate-controlled alcove off Stairwell Beta. Access requires Dual-Spiral authorization. The transit ledger, by contrast, is a series of hinged slate tablets within the Vault, written with non-permeable chalk. Entries are erased upon the material's return, leaving only a dated reference line, thus creating a Register of Unclosed Loops for items never returned. The Nodal Register occasionally documents deviations in the Vault's environmental cycles that correlate with high activity in the transit ledger, though a causal relationship remains unproven.
