Seventy-Two Hour Review
MS 9025.04 · Practices and doctrines
The Seventy-Two Hour Review is a mandatory procedural and ontological assessment period for newly manifested or anomalously modified holdings within The Tower. Instituted by the Seventy-Fourth Concordance, it represents the primary institutional safeguard against ontological drift and the primary mechanism for the administrative integration of novel phenomena.
Jurisdictional Trigger
The Review is automatically initiated under any of seven conditions specified in Annex B of the Ordinance of Cessation 73-C (Material Retention), the most common being the first documented appearance of a holding within the Tower’s spatial envelope, or any registered change to a holding’s properties that exceeds the variance thresholds established in the Manual of Acceptable Strain, 11th Edition. The responsibility for identifying a triggering event falls to the Office of Material Coherence, which then draws Librarians by lot to constitute the reviewing panel.
Procedural Outline
Upon triggering, the subject holding is placed under a Provisional Quarantine Seal. The drawn Librarians, constituting the Committee for Ontological Review for that specific case, have seventy-two consecutive hours to complete their examination. This period, known formally as the Period of Equitable Deliberation, is strictly governed by The Seventy-Two Hour Rule. The committee’s work involves cross-referencing the holding against all extant Concordances, checking for coherence with the Ancillary Register, and stress-testing its properties for latent contradictions. The process is underpinned by a corollary of the Valen Axiom regarding temporal coherence, which argues that a holding’s stability must be demonstrable across a minimum contiguous temporal span.
The review concludes with the compilation and filing of a Determinative Report to the Board of Equitable Review. The report must contain one of three verdicts: Certified Stable, Conditionally Retained (with prescribed monitoring clauses), or Ontologically Unsound.
Disposition of Holdings
The disposition of a holding is determined by the Report’s verdict. Holdings deemed Certified Stable are typically rerouted to a specialized holding stack, most commonly the Spiral 77-Gamma, for final cataloguing. Those judged Ontologically Unsound are subject to immediate transfer to Vault Omega-9 for permanent sequestration. The fate of conditionally retained holdings varies, but often involves assignment to a monitored stack on a floor with relevant thematic resonance, such as the Seventy-Second Floor (Whispering Stacks).
Historical Precedent and Contradictions
The procedure, while now standardized, originated from the ad-hoc response to the Floor 14,022 Laminar Shift event. The initial, less formalized assessment period lasted approximately seventy-two hours, a duration later codified. This has led to scholarly disagreement, as the Seventy-Second Concordance references a “Seventy-Two Hour Review” in the context of a review of Circulationist texts, while the Seventy-Fourth Concordance formalizes the ontological procedure. The Seventy-Seventh Clarification attempted to reconcile this by stating the former was a discrete historical event, while the latter is the standing practice, though this resolution is not universally accepted.
Further procedural contradiction exists between the Ordinance of Cessation 73-C (Material Retention) and the protocols outlined in the Seventy-Two Hour Review Protocols document regarding the chain of custody for materials displaying “mid-review ephemerality.” This unresolved tension, sometimes called the Pol-Vek Contradiction, was a contributing factor in the Great Stairwell Debacle of 3142.
Associated Phenomena
The Review period itself is not ontologically neutral. Numerous reports document transient phenomena occurring exclusively during a holding’s seventy-two-hour assessment window, including temporary resonance with the Aris Spiral, brief materializations of keys matching the description of the Thirteenth brass key, and chronometric echoes of the Hour of Pol. These effects cease immediately upon the filing of the Determinative Report, suggesting the Review process creates a localized meta-stable field. The fate of the so-called Winnowed Manuscript, which underwent seventeen consecutive Reviews before disappearing, is often cited in debates concerning the procedure’s potential to inadvertently alter its subjects.
