Ontological Friction Assessment

Definition and scope
The Ontological Friction Assessment is a diagnostic procedure employed by the Tower to measure the resistance generated when two catalogued holdings are placed in sustained adjacency without adequate conceptual lubrication. It is formally distinct from, though frequently confused with, the Stabilization Assessment and the broader Tripartite Assessment; where those instruments probe a single substrate, the Friction Assessment examines the interface between substrates and is therefore almost always conducted in pairs, or, in cases of stacked shelving, in triads. The procedure exists because adjacency is not free. When two holdings whose ontological commitments are merely compatible are shelved together, the arrangement may hold indefinitely. When their commitments are opposed — for instance, a holding that presumes a continuous present and one that presumes none — the boundary between them degrades at a measurable rate. The Assessment quantifies that rate.Origins
The first recorded instance of friction damage is attributed to the winter of the Long Cataloguing, on floor designated 214 (the designation having since been reassigned three times). Two acquisitions, each soundly vetted, were placed on opposing shelves over a period of eleven weeks. By the eighth week, neither could be described without reference to the other; by the tenth, the shelf itself had begun to assert properties neither holding possessed. The incident was resolved by the Eleventh Concordance, Clause VII., which addresses "Irreconcilable Ontological Friction" and authorises the Severance process. The Assessment as a formal instrument was not codified until considerably later, when the Office of Substantive Assessment argued that Severance applied retroactively was indistinguishable from damage. Their petition, filed under Ordinance 1147-A, Stage 3, established the requirement that friction be measured before adjacency was granted rather than after.Procedure
Friction is measured in gradians of resistance per unit of contact surface. The primary instrument remains the Polian Gauge, though the Gauge's readings are considered indicative rather than determinative, and are always corroborated by the Rite of Silent Assessment. Where the Gauge and the Rite disagree — which occurs in roughly one case in nine — the matter is referred to the Central Scriptorium for adjudication. Assessment proceeds in three movements. The first establishes baseline coherence for each holding independently, using the standards of PCA-7α. The second places the holdings in provisional contact behind a Reality Buffer and permits observation over a fixed interval, typically forty days. The third removes the buffer and records the result. Failure of the third movement is common and is not, in itself, grounds for rejection. Visitors are reminded that observation windows on the lower assessment floors are unheated, and that gloves are provided but not returned.Disputed questions
The principal scholarly disagreement concerns whether friction is a property of the holdings or of the shelf. The Bureau of Ontological Placement has long maintained, in line with its Categorical Placement Assessment framework, that friction belongs to the objects and travels with them; re-shelving a friction-generating pair merely relocates the problem. The opposing view, associated with the Annex Scriptorium and its standing jurisdictional friction with the Central Scriptorium, holds that friction is an emergent property of placement and that certain shelves — notably those on the long north run of floor 88 — generate resistance regardless of what is set upon them. A second dispute, older and less tractable, concerns whether friction can exist between a holding and the absence of a holding. The Eleventh Concordance is silent on this point. The Scribe-Confessor's Guild has repeatedly petitioned for clarification, on the grounds that dormant petitioners frequently occupy such positions, and has been repeatedly referred to the Concordance of Acquisition, which does not address it.Related procedures
Friction Assessment findings feed directly into the Substantive Review and inform the risk weighting applied by Field Assessment teams working near stacked holdings. Where friction exceeds 40 gradians per centimetre of contact, the Manual of Vertical Cohesion requires that the pair be flagged for Stress Testing before either is moved. Where friction exceeds 90, Severance is presumed and the matter is expedited. Readers intending to conduct their own observations should note that the assessment floor numbering is not sequential, that the winter access route passes through the Administrative Herz and is subject to closure without notice, and that no two consecutive readings of the Polian Gauge have ever been filed as identical.See also
