Field Assessment
MS 0539.38 · Practices and doctrines
A Field Assessment is a standardized procedure for evaluating the stability, coherence, and ontological footprint of an anomalous subject or phenomenon at its point of discovery or manifestation. Conducted under the aegis of the Directorate of Field Verification and its constituent Cadres, the assessment aims to determine a subject’s suitability for formal inclusion within the Tower’s archives and to prescribe appropriate initial containment protocols. The results of a successful Field Assessment inform the subsequent formal Initial Assessment conducted by the Office of Preliminary Assessment.
Procedural Framework
Field Assessment protocols are derived from the Field Verification Codex, specifically Articles 12 through 18, and are designed for execution in unstable or uncontrolled environments. The procedure is segmented into three mandatory phases: Observation, Interaction, and Classification.
The Observation Phase requires the establishing Cadre to document the subject’s manifest properties without direct provocation, using only passive instruments sanctioned under Annex 4. This includes logging ambient resonance shifts, recording any spontaneous dimensional warping, and mapping the subject’s apparent interaction with local causality. The Interaction Phase, governed by Article 14, permits the application of calibrated stimuli—such as a Theta Caliper field or a Class-C ontological probe—to gauge reactive volatility. The final Classification Phase synthesizes gathered data to assign a provisional Status Field designation, which dictates immediate containment and transport requirements.
Mandatory Instrumentation
All Cadres mobilized for a Field Assessment are equipped with a standardized kit, as per the Inventory Schedule of the Directorate of Field Verification. Core instruments include:
- A Theta Caliper, for dampening exogenous ontological interference.
- A set of Resonance Dampers, for establishing a provisional Threshold Dampening Field.
- The current edition of the Field Guide to Unseeable Fauna, for rapid cross-reference against known ephemeral taxonomies.
- A Coherence Scriber, for inscribing preliminary stability readings directly onto anti-entropic parchment.
The use of unsanctioned or ad-hoc instrumentation during an assessment is a violation of Clause 22(b) of the Third Concordance and automatically voids the assessment’s findings.
Relation to Formal Assessment Procedures
A Field Assessment is expressly not a substitute for the Tower’s structured intra-mural evaluation cycles. Its findings are considered preliminary and evidentiary, forming the dossier upon which the Offices of Assessment base their work. For instance, a Field Assessment noting "persistent narrative fragmentation" would trigger a Tatter Assessment, while measured "volitional echo patterns" would necessitate a referral to the Office of Volitional Assessment. The Hypothetical Durability Assessment is never conducted in the field; initial durability metrics gathered during Interaction are always re-tested under laboratory conditions by the Office of Volitional or Office of Volumetric Assessment.
Controversies and Amendations
The scope and authority of the Field Assessment have been subjects of frequent bureaucratic contention. The Protocols for Coherence Assessment (Annex 7 of the Third Concordance) explicitly state that a Tatter Assessment can only be initiated after a "verified field report indicating sustained incoherence." However, a contradictory amendment to the Manual of Volitional Assessment (337th Edition, Appendix Γ) argues that certain classes of sentient inconsistency render Field Assessments inherently unreliable, and thus privileges the findings of the later Harmonic Assessment. This discord has led to numerous jurisdictional disputes between the Directorate and the Office of Assessment.
Furthermore, the Fade Assessment Amp Restoration protocol, developed for subjects in advanced states of dissolution, includes provisions for a "Retroactive Field Assessment," a controversial practice that attempts to reconstruct initial stability metrics from decay patterns. Purists within the Directorate maintain this violates the foundational principle of direct observation outlined in the Field Verification Codex.
Cadre Discretion and Status Fields
Article 17 of the Codex grants the senior verifier of a Cadre the authority to declare an Emergency Status Field in situations where a full Assessment cannot be safely completed. This declaration, often a "Provisional Quarantine" or "Dynamic Containment" field, allows for the immediate application of a Status Field based on incomplete data. Such declarations must be justified in a detailed incident report filed within 12 cycles of the Cadre’s return to a verified portal. Overuse of this discretion is a common point of audit by the Office of the Inspector-General of Field Operations.
