The Tatter Assessment is the formal, multi-phase evaluation procedure for quantifying and classifying the metaphysical decay of non-corporeal holdings, as conducted by the Department of Tattered Ephemera. Governed by Annex 7 of the Third Concordance, the Assessment’s primary output is the Tatter-Diagnostic Index (TDI), a dimensionless scalar value between 0.00 and 1.00 that represents the ratio of unresolved ontological stress to total nominal coherence. A completed Tatter Assessment is a mandatory prerequisite for any archival action, from provisional shelving under Dialectical Containment Bureau protocols to authorized dissolution.

Procedural Framework

The Tatter Assessment is executed in three consecutive stages: Stabilization, Measurement, and Inscription. The principle of Stabilization Before Assessment is a core tenet, explicitly enshrined in the Third Concordance to prevent assessment procedures from accelerating the decay they are meant to quantify. During Stabilization, the subject is isolated within a Theta Caliper field to dampen exogenous ontological interference.

The Measurement phase employs a suite of calibrated instruments. The primary metric, the TDI, is derived using a Delta Measurement apparatus, which gauges the gradient between the subject’s asserted state and its observed coherence. Jurisdictional Disputes and Amendments

The authority to conduct Tatter Assessments has been contested. The Office of Preliminary Assessment historically claimed purview under Clause 12 of the Concordance of Acquisition, arguing that decay assessment is inseparable from Initial Assessment. This was overturned by Concordance 45-b, which explicitly granted sole authority to the Department of Tattered Ephemera, a ruling the Office of Volumetric Assessment is tasked with enforcing.

Further scholarly disagreement centers on the inclusion of the TDI within the Stress-Fracture Index for non-corporeal holdings. The Manual of Vertical Cohesion (Spiral 22) treats them as integrated, while the Bureau of Hypothetical Durability’s own guidelines treat the TDI as a standalone precursor to a Hypothetical Durability Assessment. Notable Assessed Holdings

The procedure is most famously applied to high-priority ephemera. The Lament of Unfinished Corridors (Floor ), assessed in Aperture 712, received a TDI of 0.89 and was remanded to Fade Assessment Amp Restoration for palliative containment. Conversely, the Seventh Silence underwent a Rite of Silent Assessment by the Office of Volitional Assessment, yielding a contested TDI of 0.05, a result still under review by the Department of Structural Verifications.
