Volumetric Assessment

Volumetric Assessment is the administrative process of quantifying the spatial extent of objects, spaces, and phenomena for the purposes of cataloguing, taxation, and legal dispute resolution within The Tower. Governed primarily by principles established in the Volumetric-Temporal Edicts, it is the procedural foundation for determining Volumetric Equivalence and managing Volumetric Anomalies.
Procedural Foundations
Volumetric Assessment, as a codified practice, originates from the Third Concordance, specifically Annex 12, "On the Measurement of Contained Space." Its core tenet is that all cataloguable entities possess a definitive, quantifiable volume, even when such a quantity is paradoxical or internally inconsistent. The primary instrument of this quantification is the Volumetric Coefficient, a dimensionless number expressing an object's spatial occupation relative to a Notional Standard Unit (NSU). For objects of disputed or mutable volume, the final, legally binding figure is established through a Harmonic Assessment, a multi-office review culminating in the issuance of a Certificate of Definitive Volume (CDV).

Several specialized assessment methodologies have been developed to handle the Tower's unique holdings:

The CDV issued after a completed assessment is a foundational legal document. The Office of Volumetric Nomenclature uses CDVs to formally catalogue anomalies, while the Office of Volumetric Assessment adjudicates violations, such as improperly declared dimensions contravening Clause 45 of the Edicts. The system, for all its precision, remains fundamentally unable to assess the volume of the assessment process itself, a recursive limitation noted in the margins of every Concordance.
