Durability Assessment
MS 4488.24 · Practices and doctrines
Durability Assessment is the formal, administrative process of determining the projected persistence of an object, concept, or phenomenon under defined, non-standard conditions of stress or erosion. It is a foundational bureaucratic tool within The Tower, underpinning cataloguing decisions, resource allocation, and the structural integrity protocols of numerous floors. The most prominent and legally recognized form is the Hypothetical Durability Assessment, though it exists within a broader taxonomy of related procedures.
Durability Assessments are distinguished from simple material testing by their acceptance of "non-actuality" as a valid parameter. An assessment does not merely measure how long a ceramic tile will last under foot traffic; it projects how long the concept of ceramic tiling would endure if subjected to a sustained, hypothetical assault by, for instance, the silent erosion of forgotten synonyms. The process is governed by a complex web of Concordances, with oversight divided among several bodies including the Bureau of Hypothetical Durability, the Bureau of Harmonic Integrity, and the Department of Provisional Holdings.
Core Principles
All Durability Assessments operate on three axiomatic principles, as established in Concordance 447-a:
- The Principle of Contingent Endurance: Durability is not an intrinsic property but a relationship between an entity and the specific conditions of its hypothetical undermining.
- The Principle of Administrative Finality: The classification yielded by an assessment (e.g., on the Persistence Ladder) is binding for all Tower functions, regardless of subsequent empirical observation.
- The Principle of Cascading Validation: A valid assessment of a container (a room, a tome, a conceptual framework) implicitly validates assessments of its contents, unless explicitly countermanded.
Types of Assessment
The Tower's archives recognize several distinct categories of Durability Assessment, each with its own protocols and governing authority.
- Hypothetical Durability Assessment
- The preeminent form, conducted using Form HDP-7 and resulting in a classification on the Persistence Ladder from Class Θ (Theta) to Class Ω (Omega). It is the only assessment with the power to mandate archival permanence or scheduled dissolution.
- Harmonic Assessment
- Conducted by the Bureau of Harmonic Integrity, this evaluates an entity's durability in relation to the structural resonance of its floor or department. Failure can lead to reassignment or acoustic dampening.
- Vertigo Endurance Certification
- A specialized assessment for stairwells, railings, and elevated walkways, measuring resistance to induced topological instability. Certified entities are listed in the Register of Fixed Ladders.
- Volumetric Assessment
- Applied to spaces rather than objects, determining how reliably a room or chamber will maintain its stated dimensions under cognitive load. Crucial for stack planning.
- Provisional Durability Estimate
- An informal precursor performed by the Department of Provisional Holdings or the Office of Preliminary Assessment. While lacking legal force, a low estimate often triggers a formal Hypothetical Durability Assessment.
Assessment Procedure
While procedures vary by type, a standard Hypothetical Durability Assessment follows a strict sequence:
- Initiation: A petition is filed by an authorized body such as the Guild of Theoretical Mechanics or a senior Librarian.
- Initial Assessment:]] The subject entity is logged, and a Fixed Ladder Index (TDI) is calculated as a preliminary metric.
- Stress Application: Controlled non-actual stressors, as outlined in Form HDP-7, are administered. This may involve exposure to contradictory footnotes, simulated archival neglect, or proximity to a Referral Vector.
- Observation & Measurement: Response is measured against decay curves defined in Concordance 1184-b, Clause 19.
- Classification: Results are plotted on the Persistence Ladder, determining the entity's fate—from permanent accession to scheduled descent.
- Rite of Silent Assessment: The final, ceremonial locking of the assessment record onto Synthetic Parchment, rendering it immutable.
Controversies and Disputes
The system is not without contention. A persistent scholarly debate, sometimes called the "Fidelity Schism," centers on whether the assessment measures the durability of the entity itself or the durability of the catalogue entry describing it. The Bureau of Hypothetical Durability maintains the former position, while the Division of Material Persistence argues for the latter, suggesting all assessments are, in essence, meta-assessments of Tower bureaucracy.
Furthermore, Concordance 992 explicitly empowers the Bureau of Hypothetical Durability, while Concordance 1011, Annex C seems to assign the same duty to the Bureau of Harmonic Integrity. This has led to jurisdictional conflicts, most notably during the "Great Resonance Audit" of Floor 704, where two conflicting assessments were issued for the same corpus of unsound axioms. The matter was resolved ad hoc by declaring the floor temporarily non-harmonic and placing it under a joint custodianship, a precedent now cited in both bureaus' procedural manuals.
Impact on Tower Operations
The outcome of a Durability Assessment has direct and tangible consequences. A high durability rating (Class Σ or above) can secure better lighting, climate control, and more frequent indexing for a holding. A poor rating may lead to transfer to a lower-traffic floor, restricted access, or inclusion in a Descent Protocol cycle. Consequently, the assessment process is a focal point of political maneuvering among departments, with factions often sponsoring repeat assessments in hopes of a more favorable classification.
