Vector Beta (Referred Assessment)
MS 5106.14 · Practices and doctrines
Vector Beta (Referred Assessment) is the secondary procedural and assessment framework mandated for the cataloging of subjects whose nonexistence is not self-evident but is referred for further verification, contextualization, or speculative memorialization. It functions as the principal alternative to Vector Alpha, activated when initial review under Vector Alpha protocols is inconclusive or when a subject’s purported nonexistence is contested by archival precedent.
“No subject shall be consigned to oblivion without first being offered the courtesy of a Beta review.” — Concordance 17-C, Annex 2, Clause 9.
Activation Criteria
A subject is routed to Vector Beta upon the occurrence of one or more of the following conditions, as per Concordance 88-A (often referred to as the Beta Clause):
- Discrepancy between reported and observed attributes of nonexistence.
- Existence of contradictory archival holdings pertaining to the subject’s ontological status.
- Formal petition from a recognized scholarly faction within the Librarians.
- Discovery of the subject within a Beta-designated Spiral without prior assessment.
The triggering event is documented on Form 88-A/β and filed with the Office of Referrals, located on the mezzanine of Spiral 9-Beta, Floor 45.
Procedural Framework
Unlike the streamlined seven-step process of Vector Alpha, Vector Beta is an iterative, non-linear framework organized within the Three-Velocity system. Its three constituent velocities are:
- Exploratory Velocity
- Involves mapping all potential attributes and implications of the subject’s purported nonexistence. This phase often employs the Rite of Silent Assessment and may require physical descent via Stairwell Beta.
- Contextual Velocity
- Places the subject within the broader taxonomy of nonexistent entities, consulting analogues in Recursive Tier Beta and assessing for classification under Class Beta: Logically or Physically Unattainable Directives.
- Administrative Velocity
- As per the Three-Velocity system, this final phase entails the preparation of a final determination report, assignment of a provisional or speculative holding status, and the scheduling of any mandatory re-assessment cycles.
Outputs and Memorialization
The conclusive output of a Vector Beta assessment is one of three designations:
- Status Beta-Assigned: The subject is confirmed as nonexistent under a newly defined or refined categorical schema (e.g., classified alongside Variant Beta).
- Status Beta-Deferred: Assessment is inconclusive; the subject is entered into the Administrative Spiral Beta for a period of suspended judgment (typically 99 cycles).
- Status Beta-Rejected: The subject’s claim to nonexistence is found to be invalid or frivolous; it is remanded to Vector Alpha for expedited closure.
Upon assignment of Status Beta-Assigned, the subject becomes eligible for Hypothetical Durability Assessment and its attributes may be logged as Unbound Attributes. Memorialization occurs through inscription on a Beta-series lead tablet, stored in a pressurized chamber adjacent to the Examination Phase halls.
Notable Applications and Controversies
The most documented application of Vector Beta is the case of In re: The Whispering Lintel of Aperture 7-Gamma. Initially processed under Vector Alpha due to its ornamental nature, the lintel’s persistent audibility—a soft recitation of obsolete catalogue numbers—triggered a Beta referral. After a 43-cycle assessment, it was awarded Status Beta-Assigned under the novel category “Acoustically Present but Structurally Absent Ornamentation.”
A significant doctrinal controversy concerns the overlap between Vector Beta and the later stages of Vector Alpha. Concordance 22-D asserts that “Beta begins where Alpha ends,” while Concordance 22-E (a later amendment) states that “Beta may subsume Alpha if contestation arises post-facto.” This has led to situations where subjects bear both Alpha and Beta sigils, a condition clerks refer to as “dual-vector limbo,” resolvable only by a full Phase Beta: Examination convened by the Beta Revisionists.
Governance and Oversight
Primary authority for Vector Beta procedures rests with the Beta Revisionists, a standing committee of Librarians appointed to five-cycle terms. Their rulings on procedural disputes are binding, though they may be appealed to the broader Council of Referrals, a process famously documented during the “Great Beta Schism” of Cycle 9012. All Vector Beta activity is logged in the Master Beta Register, a continuous scroll housed in a climate-controlled vault on Floor 10,000 of the Administrative Spiral Beta.
