Stabilization Assessment
MS 8617.61 · Practices and doctrines
Stabilization Assessment is the formalized second phase of the Stabilization and Containment process, conducted by accredited Stabilization personnel to verify and measure ontological integrity after the immediate application of emergency countermeasures. As articulated in Clauses 12-28 of the Third Concordance, it represents the procedural bridge between the imperative of Stabilization Before Assessment and the subsequent scholarly work of a full Harmonic Assessment. Its primary objective is to determine if an anomaly is sufficiently stable to permit deeper investigation without risking a cascade failure.
Core Protocol and Phases
The Assessment is structured as a three-phase protocol, each with standardized report annexes (A-1 through C-4). Phase One, Integrity Verification, confirms that the subject’s basic parameters (mass, topology, temporal flow) have ceased their initial volatility. This often involves the deployment of Stabilization Rings to establish a confirmed Perimeter of Coherent Intent and the use of a Theta Caliper to measure residual exogenous interference.
Phase Two, Durability Projection, is a predictive exercise. Assessors run a Hypothetical Durability Assessment based on observed decay vectors and ambient ontological pressure from the surrounding Tower architecture. The resulting projection, expressed as a Stabilization Coefficient (SC), dictates the permissible timeframe for subsequent study. An SC below 0.7 mandates continuous stabilizer presence; an SC above 1.3 allows for unsupervised Field Assessment.
Phase Three, Containment Sufficiency Review, evaluates whether the initial containment measures are adequate for the now-characterized stability level or if upgrades are required before transfer to a cataloging team.
Distinction From Preliminary and Harmonic Assessment
It is critical to distinguish Stabilization Assessment from both preceding and subsequent procedures. The Office of Preliminary Assessment’s Initial Assessment is a rapid triage conducted before stabilization, focused solely on threat categorization and countermeasure selection. Stabilization Assessment, conversely, cannot begin until those countermeasures have demonstrably taken effect.
Similarly, while a Harmonic Assessment seeks to understand an anomaly’s nature, purpose, and appropriate cataloging floor, a Stabilization Assessment is concerned only with its state of being. The former asks "What is it?"; the latter asks "Is it holding together?" This division of labor is the operational embodiment of the Third Concordance’s core principle.
Authority and The Concordance Paradox
The authority to finalize a Stabilization Assessment report is vested in a Grade-IV Stabilization Engineer. However, a longstanding jurisdictional paradox exists. Clause 19 of the Third Concordance states the Assessment is "conclusive for purposes of containment." Yet the earlier Conditional Re-stabilization precedent, upheld in the Stack of Open Argument, established that any cataloging archivist may file a Referred Assessment challenging the stability findings if new dissonance is observed during study.
This creates the unusual circumstance where a Stabilization Assessment can be both officially closed and perpetually open to challenge, a duality recorded in a dedicated sub-stack. Purists within Stabilization argue this undermines their authority, while Archivists contend it is a necessary safeguard against complacency, famously citing the lapses that led to The Soporific Spore Incident (1938).
Specialized Sub-Assessments
For particularly complex or high-risk stabilizations, standard protocol may be supplemented or replaced by a specialized sub-assessment:
- Ontological Stabilization Assessment:]] Used for manifestations threatening local reality axioms. It employs a mirrored Rite of Silent Assessment to measure echo decay.
- Volumetric Assessment:]] Required for anomalies that stabilized at a scale incongruent with their initial readings, often involving recalibration of the Perimeter of Coherent Intent.
- Temporal Durability Assessment:]] A subset of durability projection focused exclusively on anomalies exhibiting non-linear time signatures, assessing their stability across multiple potential pasts and futures.
Instrumentation and Documentation
All findings must be recorded using the Vellum-7B standardized forms, with raw data from calipers, resonance plates, and axiometric scanners attached as Annex D. A key output is the Stability Certificate, which includes the SC, a list of active containment fixtures, and recommended protocols for the handoff to the cataloging team. This certificate, once sealed, is filed with the local Stabilization bureau and the central archive on Floor 47, "The Vestibule of Acquired Calm." Without it, no deeper Harmonic Assessment is authorized to commence, preserving the procedural firewall that defines modern containment doctrine.
