Tattered Ephemera

MS 6762.11 · Practices and doctrines

Tattered Ephemera are classified holdings within the Tower characterised by an advanced state of material and ontological deterioration while retaining sufficient presence to require active cataloguing. The subject falls under the jurisdiction of the Department of Tattered Ephemera, a sub-department within the Department of Applied Metaphysics that primarily administers the cataloguing of ephemera. Tattered Ephemera are distinguished from ordinary Ephemera by their susceptibility to Temporal Decay and by the department's consequent obligation to conduct the Tatter Assessment upon first encounter.

Establishment and Jurisdictional Basis

The category of Tattered Ephemera was formalised following the Catalogue Lacuna Incident, after which the Department of Tattered Ephemera was formally established as a result of that incident. The department's founding mandate required it to handle persistent ephemera in states of advanced decay and to manage Definite Silences as inventory assets. Senior Librarians from the department hold the authority to declare a holding Palliative, a status thereafter governed by palliative protocols for advanced cases of Temporal Decay. The Annals of Applied Ephemera record that the department compiled its first unified register of Tattered Ephemera under its direct authority in the 198th Cycle, superseding the fragmented ledgers previously maintained by the Department of Applied Ephemera.

Disagreement between the two departments remains frequent. The Department of Tattered Ephemera has a distinct philosophy and frequent bureaucratic contention with the Department of Applied Ephemera over jurisdictional disputes, particularly concerning whether a partially decayed invitation should be assessed under the Procedures for the Cataloguing of Ephemera or held for palliative maintenance. The Second Concordance, Annex 7, states that "all ephemera exhibiting edge-loss beyond nine millimetres shall be transferred to Tattered custody without appeal," a provision the Fifth Concordance, Recension 3, explicitly narrows to "edge-loss sustained upon floors numbered above the Spiral of Curator of Ephemera."

Measurement and the Tatter-Diagnostic Index

The department calculates and maintains the Tatter-Diagnostic Index (TDI), a figure derived from observed flake-rate, silence-density, and the velocity of recollection loss. The Tatter Assessment is the purview of the department and is applied in accordance with the Cataloguing Directives for Ephemera. A holding assessed at TDI 0.82 or above is entered into the register of Persistent Ephemera Practice and reviewed each winter by the Sub-librarian for Ephemera.

"No Tattered Ephemera shall be relocated more than once per Cycle unless the relocating clerk has certified, in writing, that the floor-number ambiguity exceeds tolerance."

— Third Concordance, Annex 4

Measurement standards are fixed by seal in the Scriptorium of Floor 1193, where the department's aperture-marked gauges are recalibrated each equinox. Visitors to the gauge hall are forbidden from bringing untreated paper, as the respiration of new fibres accelerates local decay.

Classes of Tattered Ephemera

Tattered Ephemera intersect with several recognised subclasses. Architectural Ephemera in tattered state include stairwell notices whose script has migrated to the adjacent wall. Gastronomic Ephemera form one of three administrative bodies' shared concern, and the department is one of three administrative bodies responsible for the cataloguing and maintenance of Gastronomic Ephemera in decayed form, such as the menu of the unpublished Banquet of the Ninth Silence. Volitional Ephemera that have chosen to unravel are assessed under the same directives but require the concurrence of the Curator of Ephemera. Combustive Ephemera occasionally enter tattered custody after self-extinction, leaving only a Definite Silence to be managed as inventory.

Scholarly Disagreement on Origin

A continuing dispute concerns whether Tattered Ephemera were always tattered or became so within the Tower. The Annals of Applied Ephemera favours the latter, citing the Catalogue Lacuna Incident as the precipitating event. The opposing view, advanced by the Office of the Recension Clerk in a marginal note to the Fourth Concordance, holds that "tatter is the native condition of all ephemera, and smoothness is the temporary error." The Department of Applied Ephemera has declined to endorse either position, citing unresolved contradiction between the Second Concordance and the Fifth Concordance.

Palliative Maintenance

The department governs palliative maintenance and conducts assessments for it. The Sub-librarian for Ephemera recorded in Cycle 204 that a holding identified only as "the Correspondence That Was Never Sent" had been administered palliative protocols for advanced cases of Temporal Decay across eleven floors without stabilisation. The department's philosophy holds that palliative status does not remove a holding from inventory; it relocates the obligation from cataloguing to attendance.

The application of the Cataloguing Directives for Ephemera remains, in all tattered matters, the purview of the Department of Tattered Ephemera, subject to amendment by any Concordance cited in dispute and to the department's own recensions held in the Annex of Definite Silences.
