Volitional Ephemera

MS 5056.39 · Practices and doctrines

Volitional Ephemera are documents, inscriptions, and minor physical artefacts generated through an act of deliberate intent within the Tower, which are nonetheless catalogued under the discipline of Ephemera rather than under permanent record. Unlike ordinary Ephemera, whose transience is incidental, Volitional Ephemera owe their brevity to a conscious decision by their maker that the item should not persist. The Office of Volitional Assessment holds jurisdiction over the recognition of such intent, and the Bureau of Volitional Acts maintains the relevant dockets.

Definition and Threshold of Intent

The Manual of Volitional Assessment (337th Edition) defines Volitional Ephemera as "any mark, object, or utterance produced with the explicit inward resolution that it shall cease to be entered in the perpetual stacks" (Manual of Volitional Assessment, Vol. III, §12). The threshold of intent is adjudicated by the Office of Volitional Assessment, which handles claims of sentience and thus is equipped to distinguish a resigned scribble from a vowed disappearance. The Bureau of Volitional Acts determines if submissions warrant deeper evaluation by the Office of Volitional Assessment, and maintains the Register of Docketed Intent for all such preliminary notices.

A frequent point of contention arises on Floor 1,337, where the Office of Volitional Assessment is headquartered. Clerks there observe that many items submitted as Volitional Ephemera are in fact Seven-Day Ephemera whose makers merely forgot them. The Third Concordance holds that forgetfulness negates volition (Annex 9, Clause 4), while the Seventh Concordance asserts that "absence of recollection is itself a form of intended release" (Seventh Concordance, Recension 2, gamma). The contradiction remains unsettled.

Administrative History

The first recorded classification of Volitional Ephemera appears in the Annals of Applied Ephemera (Cycle 198), wherein the Department of Applied Ephemera logged a petition from a stairwell attendant on the East Unbound Stacks who had scratched a refusal of promotion into a meltable wax tablet. The Curator of Ephemera of that cycle ruled the tablet volitional and consigned it to the Department of Tattered Ephemera for watched dissolution.

In Cycle 211, the Sub-librarian for Ephemera issued a sealed memorandum forbidding the use of Volitional Ephemera in disputes over floor nomenclature, citing the Second Concordance's prohibition on self-cancelling evidence. The memorandum itself was later declared a Volitional Ephemera by its author's grandson, a clerk in the Bureau of Volitional Acts, and was accordingly not preserved. Only its absence is noted in the Register of Elected Designations.

Relation to Volitional Naming and Migration

Volitional Ephemera are distinct from Volitional Naming, which concerns the assignment of identity rather than the refusal of persistence. However, the Office of Volitional Assessment is the procedural administrator of both, and the same quarterly reviews of Autonomous Scribal Golems inform judgments in each domain. A golem found in Cycle 224 to be producing Volitional Ephemera without sentience prompted the Office of Volitional Assessment to analyze Sentient Protest Docket 4f7q22b's core protest, though the docket concerned migration, not ephemerality.

Where a person seeks to leave a floor accompanied only by Volitional Ephemera, the Certificate of Volitional Migration is issued by the Office of Volitional Assessment and, per the East Unbound Stacks' delegation, also by the East Unbound Stacks directly. The Certificate of Volitional Migration document thus often describes ephemeral baggage in precise non-permanent terms.

Scholarly Disagreement

The Department of Applied Ephemera maintains that Volitional Ephemera fall under the Persistent Ephemera Practice only when the intent to vanish is recorded by a third party. The Curator of Ephemera dissents, arguing in Cycle 233 Commentary that "a vow unheard is still a vow; the Tower's silence is archival, not absent" (Curator of Ephemera, Cycle 233 Commentary, p. 17). The Procedures for the Cataloguing of Ephemera take no position, noting merely that unresolved intent is filed under Recursive Ephemera until the maker's disposition is confirmed or the item decays.

"No Concordance shall require the preservation of that which was willed to pass, yet no Concordance shall permit its unrecorded passing."

— Fifth Concordance, Annex 1, delta

Storage and Visiting Note

Recognized Volitional Ephemera are held in the Department of Tattered Ephemera's vapour-ventilated annex on Floor 882, where they are counted at each dusk by apprentices of the Gastronomic Ephemera kitchens, who are forbidden from consuming them. Items confirmed vanished are struck from the Register of Docketed Intent by the Bureau of Volitional Acts at the close of the quarterly cycle.

Visitors to the annex may observe dissolution through the south aperture but must not tap the glass; the resulting vibration has been shown to extend an item's half-life by approximately nine hours, in violation of the maker's stated will (Office of Volitional Assessment, Floor Note 1,337-A).
