Coherence Assessment

MS 5973.73 · Practices and doctrines

Coherence Assessment is the formal process by which the Tower determines whether a proposed or existing holding possesses the internal logical consistency required for continued catalogue presence. It is administered under the Protocols for Coherence Assessment and draws upon the Third Concordance, the Bureau of Procedural Coherence, and the operational manuals of the Office of Material Coherence.

Origins and Legislative Basis

The first recorded Coherence Assessment was conducted on Floor 4,117 in the winter of the 882nd Spiral, when the Librarian of Coherence ordered a review of the Chamber of Dimensional Coherence following a complaint lodged by a stairwell clerk whose name the record gives as Pell Aswent. The Protocols for Coherence Assessment, then designated PCA-7α, were ratified as Annex 7 of the Third Concordance and have since been amended forty-one times, most recently by the Bureau of Procedural Coherence in the 1,204th Spiral. "No holding shall be admitted to the archive whose reality contradicts its own stated premises," reads Third Concordance, Annex 4, Clause 1.2, a phrase quoted in every Field Assessment since the 900th Spiral.

The Tripartite Structure

Contemporary Coherence Assessment follows the Tripartite Assessment, a mandatory evaluation comprising Ontological Coherence, Environmental Impact, and Conceptual Appetite. The Office of Material Coherence operationalizes the Protocols for Coherence Assessment through its internal scriptoria, though its manuals remain distinct from the PCA-7α text itself. A successful Internal Coherence review results in the issuance of a Material Coherence Attestation by the Bureau of Material Assessment, a body frequently confused with the Bureau of Procedural Coherence despite separate seals. The Arch-Assessor of the Office of Material Coherence holds final signatory authority on assessments exceeding nine floors in vertical extent.

Disputed Cases and Scholarly Divergence

A standing disagreement concerns whether a holding that defines itself by contradiction may be assessed at all. The Bureau of Procedural Coherence maintains that such self-definition violates Clause 1.2 of the Protocols for Coherence Assessment, while the Guild of Applied Coherence cites a recension of the Third Concordance in which contradiction is listed among the permissible appetites under Conceptual Appetite. The Directoriate of Apparent Duration has refused to rule, noting in a marginal endorsement that "duration itself is the only coherent contradiction." The Lens of Linear Scrutiny was commissioned in the 1,011th Spiral specifically to resolve the dispute and has not yet been lifted from its crate.

The Tatter Assessment and Field Practice

Under the Protocols for Coherence Assessment, the Tatter Assessment measures the degree to which a holding's proposed reality frays at its edges during Initial Assessment. The Arch-Assessor of the Office of Material Coherence conducts these using the Lens of Linear Scrutiny where available; otherwise a Field Assessment is performed by two clerks and a floor-clock. The Third Concordance prohibits the use of unsanctioned instrumentation during any assessment, a prohibition the Office of Material Coherence has interpreted to include whistles.

"A holding assessed under rain is a holding assessed under doubt; the Provisional Stabilization shall precede all outdoor review."

— Protocols for Coherence Assessment, Recension 19, §3

In the 1,158th Spiral, a Provisional Cartographic Endorsement was issued in error to a staircase that had already been assessed as non-existent, producing the Intermittent Coherence phenomenon still observed on Floors 2,003 through 2,009. The Chamber of Dimensional Coherence recommends against leaning on the eastern rail there.

Records and Amendments

All assessments are entered into the Spiral Register by the Librarian of Coherence, who maintains the Protocols for Coherence Assessment document alongside the Bureau of Procedural Coherence. The Directoriate of Hardness and Fracture contributes supplementary notes on material failure during assessment, though these are non-binding. A Material Coherence Attestation remains valid until revoked by the Bureau of Material Assessment or superseded by a later Tripartite Assessment.

The Guild of Applied Coherence continues to petition for a unified manual, a proposal the Third Concordance defers to the next Spiral without date.
