Office of Material Coherence

The Office of Material Coherence is a regulatory body responsible for the issuance, maintenance, and periodic review of Material Coherence Attestations (MCAs). Located on Floor 7.11 (The Atrium of Inferred Connections), it operates under the executive authority of the Directorate of Archival Coherence and is the primary administrative organ for the application and enforcement of the Axiom of Material Coherence.
Mandate and Function
The Office’s core function, as defined by Concordance 44, Amendment 12, Clause 3, is to “certify the logical and causal plausibility of all holdings proposed for indefinite retention.” In practice, this involves assessing whether a holding’s described properties, provenance, and behavior adhere to the internal consistency required by the Axiom. A successful assessment results in the issuance of an MCA, which grants the holding access to logistical support from the Office of the Grand Logistician and shields it from preemptive investigation by the Department of Material Causality. The Office does not determine if a thing is; it determines if, given its stated parameters, it could be within the Tower’s operational reality.
Assessment Process
Applications for an MCA, submitted via Form DMC-7, undergo a tripartite review:
- Provenance Audit: The Office’s Clerks of Lineage trace the holding’s documented origin to a point of entry into the Tower’s records, ensuring the chain of custody does not contain irreconcilable gaps.
- Causal Modeling: Junior Assessors, using standardized logic templates, map the holding’s described interactions with its environment. Any effect described without a preceding cause of proportionate scale is flagged for clarification.
- Plenary Review: A panel of three Senior Assessors reviews the full dossier. A unanimous vote is required for certification. Dissenting opinions are appended to the record but do not invalidate the attestation; they are, however, published in the Quarterly Review of Material Coherence for scholarly commentary.
The entire process is stipulated to take no more than ninety (90) Tower days, though extensions are frequently granted for holdings exhibiting “complex or recursive causal structures.”
Notable Rulings and Precedents
The Office’s interpretive rulings have shaped archival practice. Key precedents include:
- In re: The Whispering Stairwell (Floor 22.04): Established that ambient auditory phenomena may be considered a “property” of a location rather than a discrete entity requiring its own attestation, provided the whispers do not convey actionable intelligence.
- In re: The Self-Refilling Inkwell (Accession #774-Δ): A landmark case where the Office certified a perpetual-motion artifact, ruling that the “cause” of the refilling was the inkwell’s own essential nature as described in its accession record, thus satisfying the Axiom through a principle of intrinsic causality.
- In re: The Map of Unvisited Rooms: The Office controversially denied an MCA, arguing that the map’s purported function—to display rooms no one had ever seen—created an infinite regress of unverified data, violating the Axiom’s requirement for closed causal loops. This decision was later overturned by the Directorate of Cartographic Review citing Concordance 18, “The Cartographer’s Prerogative.”
Interdepartmental Relations
The Office maintains a formal, often tense, relationship with several bodies. Its certification is a prerequisite for the Bureau of Modal Coherence to evaluate a holding’s stability across potential states. It supplies the evidentiary basis for cases tried before the School of Literal Coherence. Its greatest friction is with the Department of Material Causality, whose mandate begins where the Office’s ends; holdings lacking an MCA automatically fall under the Department’s purview for “causal reconciliation,” a process the Office views as inherently speculative.
Criticisms and the “Coherence Drift” Debate
A persistent scholarly criticism, articulated most famously in the Annals of Archival Dialectics (Vol. 12), is that the Office’s standards have gradually shifted from assessing internal coherence to enforcing an external coherence with existing, attested holdings—a phenomenon critics term “Coherence Drift.” They argue this creates a conservative bias against truly novel or anomalous submissions. The Office rebuts this by citing Amendment 12, Clause 7, which states that coherence is necessarily relational and that a holding utterly disconnected from the established archival web is, by definition, incoherent. This debate is a regular feature of submissions to the Quarterly Review of Material Coherence.
Physical Plant and Staff
The Office occupies the western gallery of Floor 7.11, a space characterized by long rows of identical oak writing desks illuminated by sigma-glass skylights that project axiomatic diagrams onto the floor at noon. The staff, numbering approximately 150, includes Clerks, Junior and Senior Assessors, and the Arch-Assessor, who serves as the Office’s head. The current Arch-Assessor is Elara Voss, appointed in the 231st year of the Fifth Librarian’s tenure. All assessment chambers are lined with Annex C-compliant sound-dampening felt to prevent cross-contamination of causal arguments.
