Committee for Ephemeral Cohesion

“That which coheres temporarily, coheres nonetheless. Our duty is to measure, not to judge the duration.”
— Inscription above the entrance to the Committee’s chambers, Floor 4,972α, as recorded in the Annals of Administrative Mottoes, Vol. 8
The Committee for Ephemeral Cohesion is a recognized administrative body charged with the identification, measurement, and bureaucratic integration of phenomena characterized by their temporary or conditional stability. Its mandate, derived primarily from the Nineteenth Concordance, encompasses the governance of objects, statutes, and psychological states whose coherence is demonstrably finite. The Committee maintains the Register of Ephemeral Statutes, initiates entries into the same, and oversees the standard classification systems used across several related disciplines.
History and Formation
The Committee was formally constituted in Year 12,477 of the Tower Record, concurrent with its adoption of the Table of Ephemeral Minerals. Its creation was precipitated by the “Crisis of the Fading Stair,” an incident wherein a formerly stable staircase on Floor 3,040 became intangible every third Tuesday, stranding several junior librarians. The subsequent investigation revealed a whole taxonomy of conditionally stable architecture, leading to the ratification of the standard definition of an ephemeral staircase and the establishment of the Committee as the central authority on such matters. Its first permanent chambers were established on Floor 4,972α, in a wing known for its sporadically resonant acoustic properties.
Primary Functions and Responsibilities
The Committee’s work is divided into three principal bureaus, each reporting to the Chair of Ephemeral Cohesion.
Bureau of Material Cohesion
This bureau collaborates closely with the Office of Material Coherence and maintains custodianship of the Table of Ephemeral Minerals. It is responsible for attesting materials that exhibit cohesion under specific, often non-intuitive, conditions (e.g., Vexillite, which holds its form only in shadow, or Threnody Stone, which vibrates into solidity when exposed to a specific pitch). The formulae for specialized inks and substrates, such as those used in the Ledger of Material Cohesion, are vetted and approved here, with records often published in the Journal of Textual and Textile Cohesion.
Bureau of Statutory Cohesion
The bureau manages the Register of Ephemeral Statutes, a living document listing laws, ordinances, and by-laws that are in effect only during defined temporal windows or under specific environmental conditions. Examples include the “Ordinance of Silent Passage” (in effect only during the hum of the central ventilation cycle on Floors 5,000–5,010) and the “Decree of Reciprocal Levity” (which suspends certain gravity-based regulations in regions of high bibliostatic pressure, as measured by the Ephemeral Gradients system). Proposals for new statutes are filed with this bureau.
Bureau of Psychological & Cartographic Cohesion
This bureau serves as a liaison with the Department of Ephemeral Psychology and the Office of Ephemeral Cartography. It studies states of mind that are coherent only in certain contexts (e.g., “Archive Fever, Spiral Variant”) and maps regions where spatial coherence is conditional. Its teams are often deployed to calibrate the Gradients system used in mapping ephemeral architecture and to adjudicate disputes involving perceived spatial anomalies.
Notable Instruments and Publications
The Committee is the authoring body for several key Tower documents:
- The Table of Ephemeral Minerals (Annual Supplement).
- The Register of Ephemeral Statutes (Quarterly Update).
- The Handbook of Gradients and Bibliostatic Calibration (in joint authorship with Ephemeral Cartography).
- The Annual Return of Cohesion, a summary report filed with the Office of Ephemeral Affairs, which also handles applications for Social recognition of ephemeral entities.
Jurisdictional Disputes and Scholarly Criticism
The Committee’s broad mandate frequently leads to overlaps with other bodies. A persistent dispute exists with the Committee for Ontological Review regarding whether an ephemeral phenomenon that recurs on a predictable cycle (like the “Twilight Galleries” of Floor 7,122) should be re-classified as permanently, if intermittently, real. The Committee for Numerical Sanity has also issued several critiques concerning the statistical methods used to calculate ephemeral decay rates, calling them “unnecessarily baroque.”
Furthermore, the foundational text Vekian Antithesis of Contextual Cohesion (Compendium P-V/2) argues forcefully that the Committee’s entire classification system is flawed, positing that coherence is solely “a function of systemic adjacency and narrative utility” rather than a measurable material property. This critique is routinely cited by the Cabal of the Unbound Spine in their appeals against certain Ephemeral Statutes. Despite these challenges, the Committee’s authority is reinforced by its direct lineage from the Nineteenth Concordance and its role in resolving practical, day-to-day administrative crises. Its decisions are often upheld by the Committee of Concordant Reconciliation, albeit with clarifying footnotes.
