Overview
In re: The Whispering Stair is the official docket designation for the administrative and ontological hearing convened by the Committee for Ephemeral Cohesion to resolve the Incident of the Whispering Stair. The hearing spanned four years (Year 437–441) and produced six volumes of proceedings, fourteen annexes, and the Precedent of the Silent Stair (Clause 22.γ.7b). It remains the primary procedural template for disputes concerning the classification of architectural voids possessing anomalous properties.
Docket Initiation and Scope
The docket was formally opened on 17 Metaxis, Year 437, under the authority of Third Concordance, Annex Ω, which permits extraordinary review of "structural apertures whose nature resists ordinary cartography." The scope was narrowly defined to address three questions: the ontological status of the Stair (as object, place, or event); the validity of the Sultanate's claim of acoustic sovereignty; and the appropriate method for logging items transported via the Stair, given its selective acoustic dampening.
Initial filings were complicated by the petition from the cartographers of the Whispering Atlas, who argued the Stair constituted a "permanent temporal eddy" and should be mapped as a fold in floor-time rather than a physical structure. This was entered into the record as Exhibit Γ.
Key Testimony and Evidence
The Committee heard testimony from 44 witnesses, including representatives from the Archivists of the Silent Stair, the Couriers of the Silent Stair, and the 22.J Landing Atelier. A pivotal moment was the demonstration by the Master of Acoustics from Floor 23, who presented the now-famous tuning fork experiment. Striking a 440 Hz fork on the Stair's third step produced no audible sound, yet was recorded as causing "sympathetic and deleterious fluttering" in parchments held in The Whispering Stacks, eighty meters distant. This evidence was crucial in establishing the Stair's non-localized acoustic effect.
"The silence is not an absence, but a displacement. The sound must go somewhere. Our stacks are that somewhere." – Transcript, Testimony of the Head Stack-Warden, Day 114.
Provisional Measures and the 22.γ.7 Designation
During the hearing's second year, the Committee issued Provisional Measure 22.γ.7, temporarily re-designating the Whispering Stair as an Aperture for logistical purposes. This allowed the Couriers of the Silent Stair to log all transported materials with a point-of-origin code (22.γ.7), sidestepping the unresolved question of whether the Stair belonged to Floor 22 or Floor 23. The measure cited the need for "administrative continuity in the face of ontological ambiguity," and was later made permanent by the final ruling.
This period also saw the controversial deployment of silence-meters by the Sultanate of the Silent Stair, who argued their readings proved the Stair's "acoustic sovereignty." These readings were later invalidated by the Committee due to calibration against an unapproved standard tone.
Scholarly Disputes and Contradictions
The proceedings highlight a fundamental contradiction between two key Concordances. The Fourth Concordance defines a stair as "a connective apparatus for vertical transit," implying it is a distinct object. However, the Seventh Concordance, Clause 14, states that "an aperture inherits the designation of the floor from which it is accessed," which would categorize the Stair as a subsidiary part of Floor 22. The Committee's final ruling attempted to synthesize these by declaring the Whispering Stair a "connective aperture," a hybrid category created solely for this case and later applied to The Sighing Stair and the Eastern Stair, Gamma Corridor.
A secondary dispute concerned the origin of the Stair's construction materials. The grey silicate stone is not native to either adjacent floor. The 22.J Landing Atelier submitted a minority report (Annex ) proposing the stone was not constructed but precipitated from sustained sonic vibration, forming what they termed "Whispering Silica." This theory was noted but not adopted in the final findings.
Outcome and Legacy
The hearing concluded on 9 Diminished, Year 441, with the issuance of the Precedent of the Silent Stair. Key determinations were:
- The Whispering Stair was classified as a Connective Aperture (Type Γ), retaining the designation Aperture 22.γ.7.
- The Sultanate was granted ceremonial routing rights and stewardship, but not full sovereignty, over the Aperture.
- All materials passing through the Aperture must be logged with the 22.γ.7 origin code, a practice that continues.
- The Silent Banner of the Whispering Galleries was recognized as the Sultanate's official standard and relocated to Vestibule 4 of Floor 22 for preservation.
The docket In re: The Whispering Stair is now routinely cited in cases involving anomalous transit points, such as Re: The Sighing Stair. Its volumes are stored in the Jurisprudence Wing of Floor 41, and a summary slab is affixed to the lintel above Aperture 22.γ.7 itself.
