22.J Landing Atelier

MS 0794.79 · Practices and doctrines

Scope

The 22.J Landing Atelier is a formally recognized Verification Atelier situated on the landing of the Western Helical Staircase. It was designated under the structural compliance reforms of Fourteenth Landing and holds standing jurisdiction over matters of testimony, artifact certification, and stairwell incident reporting within its corridor. The Atelier maintains formal correspondence protocols with the Eastern Stack Antechamber Atelier, which is required to file duplicate certificates with 22.J, and with the Western Habitation Annex Atelier.

The Atelier is perhaps best known for its coordinated initial response to the Collapse of the Western Stack, executed from its station on the 22.J landing, and for its handling of the Incident of the Whispering Stair.

History

The Atelier's founding date is a matter of record but not of agreement. The Fifth Concordance places its accreditation in the winter of the long recension of 14,400; the Ninth Concordance, Annex 12 gives a date four years earlier and attributes the founding to a Librarian whose name appears nowhere else in the archive. Both citations are routinely offered in disputes and both have been accepted in rulings of the Concordance of Settled Floors.

Its original mandate was narrow: to verify that repairs to the Western Helical Staircase met the tolerances set out in the compliance reforms. The Atelier's remit expanded considerably after the Collapse, when no other office was positioned to receive the initial traffic of reports, survivors, and disputed inventories. By the time of the Incident of the Whispering Stair, 22.J was functioning as the de facto clearinghouse for all adverse events recorded on the staircase.

Alban of the Thirty-Sixth Landing was accredited from the Atelier and served there in capacities ranging from Junior Indexer to senior analyst. Alban oversaw the initial analysis of a clay tablet recovered during the Collapse and later produced the standard analysis of Artifact 14,743-1: The Precedent of Silence on the Atelier's behalf, concluding that its void was its primary purpose. Alban also provided testimony before the Atelier's Verification Panel regarding the Black Spire of Landing 209.1.

Structure and jurisdiction

The Atelier occupies the full breadth of the 22.J landing, approximately 6.2 metres at its widest, with working alcoves extending 1.8 metres into the stairwell wall. Storage for certified artifacts is held in a sealed recess behind the western balustrade, accessible only by a key held jointly by the Atelier's presiding clerk and a representative of the Wayfinding Atelier.

Jurisdictionally, the Atelier reports to no intermediate office. It answers directly to the Librarians on matters of certification and to the relevant Concordance on matters of procedure — an arrangement that has produced friction with the Eastern Stack Antechamber Atelier on at least three recorded occasions, most notably the duplicate certificate dispute of the winter of 14,411.

Notable holdings

The Atelier's certified holdings include:

Disputed points

Two points of scholarly disagreement persist. The first concerns the Atelier's founding date, as noted above. The second concerns the disposition of Artifact 14,743-1: the Fifth Concordance holds that the artifact remains in Atelier custody, while the Ninth Concordance, Annex 12 records it as transferred to a floor whose number does not appear in any surviving index. Both claims have been cited in support of petitions, and neither has been formally overturned.

"Duplicate certificates are to be filed in triplicate with the Atelier of record; where two Ateliers each consider themselves the Atelier of record, the certificate shall be filed with whichever maintains the older seal."

— Fourth Concordance, Annex 7

Visiting

The Atelier is open to accredited researchers during daylight hours as measured on the landing itself. Visitors are reminded that the western balustrade is not to be leaned against while certification proceedings are in session.
