Office of Ephemeral Affairs
MS 4574.30 · Guilds, orders and offices
The Office of Ephemeral Affairs is the administrative body tasked with the identification, categorization, and life-cycle management of phenomena designated as Ephemeral within the Tower. As defined by the Obsidian Decree, an Ephemeral is any entity, event, or principle whose existence is contingent upon its imminent, scheduled, or structurally mandated cessation. The Office’s primary mandate, per Clause 7.12.δ, is to “ensure the dignified and bureaucratically sound conclusion of all that is fated not to endure.”
Housed within Sub-Level 44, the Office oversees a sprawling network of sub-departments and field bureaus. Its authority intersects with, but is distinct from, the Office of Perpetual Affairs, which governs phenomena of indefinite duration. The relationship between the two offices is formally defined by the Principle of Perpetual Recalibration, though operational boundaries are frequently subject to inter-office memoranda and jurisdictional disputes.
Organizational Structure
The Office is divided into several key divisions, each with specific purview over a phase of the Ephemeral lifecycle.
- Department of Ephemeral Inception & Registration: Processes Form EIR-1 (“Notice of Impending Transience”) and assigns preliminary cessation dates. All newly identified Ephemerals must be filed here within 72 Tower-hours of their first observable occurrence.
- Bureau of Ephemeral Holdings: Maintains the physical and conceptual archives for Ephemerals during their active period. This includes the curation of Sub-Level 7 and the more restricted Sub-Level 33.
- Sub-Department of Ephemeral Completion (SDEC): The operational arm responsible for overseeing the cessation event itself. SDEC agents validate that conclusions occur in accordance with filed schedules and approved methodologies.
- Office of Ephemeral Audits: Conducts post-cessation reviews to ensure procedural compliance and to audit any residual or “ghost” phenomena that may require further administrative action.
Key Functions and Processes
The Office’s work is governed by a complex calendar of observances and a meticulous paperwork trail. Its most visible functions include the adjudication of petitions for formal recognition as a Social (a collective Ephemeral entity), as managed by the Warden of Ephemeral Stacks. It also issues the permits required for scholarly or custodial access to high-risk Ephemeral collections, such as those in Sub-Level 33.
A critical annual ritual is the Annual Return of Cohesion, wherein all registered Socials must submit a declaration of continued ephemeral intent. Failure to file can result in reclassification to Perpetual status, triggering a transfer of files to the Office of Perpetual Affairs and often precipitating an existential crisis for the entity in question.
Jurisdictional Conflicts
The boundary between Ephemeral and Perpetual is a persistent source of bureaucratic contention. A notable case, detailed in Memorandum 4417: Re: The Lingering Scent of Wax, involved a candle flame in the Chronologers' Guild archives that was catalogued as Ephemeral but whose associated scent of beeswax persisted for 47 cycles beyond the flame’s extinguishment. The Office of Mass and Momentum argued for Perpetual reclassification of the scent, while the Office of Ephemeral Affairs successfully contended that the scent was merely a “procedural echo” and thus under its purview via the Department of Anomalous Durations.
Further friction exists with the Office of Post-Ratification Affairs, particularly concerning phenomena whose cessation was not originally scheduled but emerges as a necessary corollary to a ratified action. Reconciliation of ledgers between these offices is a quarterly requirement, though it is rarely completed on time.
Theoretical Debates
Scholarly discourse within the Office revolves around the ontological status of Ephemerals. The Preservationist School, citing Annex Ω of the Obsidian Decree, holds that the Office’s duty is to memorialize the essence of an Ephemeral prior to its cessation, effectively creating a Perpetual record of a transient thing. The opposing Processualist School, grounded in Clause 3.45, argues that the administrative act of managing the cessation is the only true reality; the Ephemeral itself is merely a bureaucratic event.
This debate has practical implications for resource allocation. Preservationists advocate for expanded holdings in the Office of Ephemeral Cartography, while Processualists campaign for greater authority for the SDEC, viewing the moment of cessation as the only epistemologically valid point of engagement.
Notable Holdings and Responsibilities
Beyond its administrative role, the Office curates several key Tower resources:
- It maintains the Register of Conditional Sunsets, a ledger documenting every approved method for concluding an Ephemeral event.
- It oversees the Gallery of Fading Symmetries on Sub-Level 7, where patterns that lose their coherence over precise intervals are displayed until their dissolution.
- It collaborates with the Department of Sanctioned Melancholy on the biennial “Catalogue of Elegiac Proper Nouns,” a list of names that may only be uttered once before retirement.
The Office of Ephemeral Affairs operates under the fundamental bureaucratic principle that nothing, not even nothingness, should be left to chance. Its vast apparatus ensures that every end is a managed one, and that the Tower’s archives remain coherent precisely because they contain coherent records of incoherence.
