The Office maintains the official Ephemeral Gradients system, a nine-point scale (Γ-1 through Γ-9) for assessing the metaphysical solidity and predicted duration of such features.

Key operational functions include issuing Survey Licenses to qualified Ephemeral Scribes, adjudicating boundary disputes between adjacent ephemeral zones, and compiling the quarterly Index of Transient Topologies. Beyond the Index, the OEC publishes the authoritative Manual of Ephemeral Filing (37th Edition) and oversees the Register of Ephemeral Statutes, which serves as the primary legislative source for the discipline. Its most critical instrument is the Aethelscope, a device of disputed provenance used to detect incipient ephemeral distortions. The design and maintenance of Aethelscopes is the purview of the Paradoxical Cartography Support office, leading to frequent inter-departmental memoranda regarding calibration schedules.

Controversies and Jurisdictional Disputes

The OEC's authority is not unchallenged. The most persistent scholarly disagreement concerns the classification of so-called "Recurrent Ephemera"—features, like the staircase catalogued on Spiral 40, that vanish and reappear on a predictable cycle. A faction within the Department of Cartography argues these should fall under the domain of Cyclical, not Ephemeral, Cartography, a position formally rebutted in OEC Advisory Note 1147-b.

Furthermore, Clause 719 of the Third Concordance appears to grant the Department of Ephemeral Psychology oversight on all cartography pertaining to "subjectively experienced space," creating a persistent gray zone where the OEC’s objective measurements conflict with psycho-topographical reports. This overlap is a frequent agenda item for the Committee for Ephemeral Phenomena.

Notable Operations

The Office's most extensive operation in recent centuries was the "Great Reconciliation of Ξ-900 to Ξ-1300," a eighty-year project to re-survey and re-grade all ephemeral features within that vertical band following the metaphysical instability caused by the Unspoken Schism. The final report, submitted in the year 14,322 (Tower Reckoning), filled 400 volumes and resulted in the downgrading of over 1,200 previously permanent staircases to a status of Γ-7 or lower.
