Provisional Annotation
MS 3743.89 · Practices and doctrines
A Provisional Annotation is a temporary, binding notation appended to a document, object, or spatial designation within the Tower, pending the activation of a Binding Trigger or the ratification of a Provisional Protocol. Governed primarily by Annex 7-Ω of the Seventeenth Concordance, it represents a state of conditional authority, allowing for the documented anticipation of phenomena that are not yet fully manifest or legally recognized.
…the ink shall be mixed with a one-to-twelve ratio of pulverized mica from Spire 22-Δ, rendering it visibly distinct from Substantive ink and capable of sustaining a provisional state for no less than seven, and no more than seventy-seven, Tower cycles.
Jurisdiction and Application
The issuance and oversight of Provisional Annotations fall under the purview of the Directorate of Predictive Annotation, which interfaces with bodies such as the Office of Ephemeral Cartography and the School of Predictive Curation. Their most common application is in exercising the Right to Ephemeral Annotation, particularly for documenting transient architectural features like Ephemeral Staircases. However, their use extends to a wide array of subjects, including pre-emptive classification of uncatalogued phenomena, conditional restrictions on research, and the marking of objects involved in protracted ratification processes.
A Provisional Annotation is not considered a full amendment to a record. It exists in a parallel column or margin, often stamped with the Provisional Sigil (Ψ), and its text is typically rendered in the distinctive shimmer-grey ink mandated by the Concordance. Its legal force is suspended until its associated conditions are met, a state formally referred to as "dormant binding."
Triggers and Activation
The potency of a Provisional Annotation is entirely contingent upon its defined Binding Trigger. Triggers are meticulously specified at the time of inscription and can be temporal (e.g., "upon the next convergence of the Stacks"), event-based (e.g., "if the subject emits a frequency above 14 kHz"), or procedural (e.g., "upon ratification of Provisional Research Permit 4409"). The Directorate maintains a sub-registry of active triggers, though cross-referencing inconsistencies are a noted clerical challenge.
Upon trigger activation, the annotation undergoes a process termed "curing," where its status shifts from provisional to substantive. This is often accompanied by a physical change in the ink's appearance—the mica particulate settles, and the colour solidifies to standard archival black. The now-substantive annotation is then integrated into the main body of the document, and its provisions become fully enforceable.
The Crisis of Recursive Annotations
The inherent risk of the provisional system was catastrophically demonstrated during the Crisis of Recursive Annotations. In Spiral 719-Gamma, a Restrictive Annotation intended for a self-replicating folklore index was provisionally applied with a trigger based on "the completion of its own cataloguing." This created a logical paradox where the annotation's activation was a prerequisite for its own fulfillment. The resulting recursive deadlock froze all archival processes in seventeen adjacent sectors for forty-three cycles.
Resolution required the direct intervention of the Moderator of Record for that sector, who issued an overriding Nullifying Annotation—an action later formally ratified by the amendment known as Nullified Binding Annotation 7-Ω-12. The crisis led to the strict prohibition of triggers that reference the state or completion of the annotation itself, now a cornerstone of predictive curation ethics.
Notable Examples and Disputes
Provisional Annotations are a frequent source of scholarly and bureaucratic contention, as their conditional nature invites divergent interpretation. A prominent example is the annotation appended by Illary Winters to the Certificate of Irreconcilable Momentum. Its trigger—"upon the unanimous, silent comprehension of the annotated principle"—remains unactivated, leading to debate over whether it constitutes a profound philosophical condition or a procedural flaw.
Furthermore, the Tenth Concordance contains an annotation to Clause 7 regarding qualia weight that was originally filed provisionally in the 14th Spiral Era. Disagreement persists over whether its trigger (the "subjective experience of blue by a non-sentient catalogue") was ever genuinely met or was merely administratively ratified to resolve a backlog, a controversy often cited in critiques of Provisional Ratification processes.
Relationship to Provisional Architecture
The principle of provisional status extends beyond documentation to physical space. Clause 5 of the Seventeenth Concordance establishes a parallel framework for architectural holdings. A Provisional Annotation is often the legal prerequisite for the designation of a Provisional Continuation of a stack or aisle, creating a feedback loop where documented expectation justifies temporary physical form, which in turn requires further annotation. This symbiotic relationship is considered a primary driver of Ambient Footnote Drift in affected sectors, as the volume of conditional text begins to influence local reality axioms.
The system, while complex, is defended as a necessary mechanism for managing the Tower's inherently anticipatory and fluid nature. As the Miletus Fragment notes, albeit in a different context, "to catalogue only the fully actualized is to archive only ghosts." Provisional Annotations represent the Tower's formalized attempt to capture the ghosts of what might be, before they settle into the permanence of what is.
