Provisional Designation (PD)
MS 1996.14 · Practices and doctrines
Provisional Designation (PD) is a core administrative and ontological instrument within the Tower, denoting an entity whose existence is formally acknowledged for the purpose of archival processing, while its ultimate classification and placement remain unresolved. It represents a state of sanctioned limbo, governed by a distinct and often contradictory subset of the Provisional Concordances.
The issuance of a Provisional Designation is the mandatory first step following any act of acquisition, discovery, or spontaneous manifestation within the Tower's jurisdiction. This process, formalized as Provisional Logging, is conducted by the Central Registry and results in the assignment of a unique Provisional Designation Number. The designation serves as a legal placeholder, granting the entity a provisional reality-status that permits handling, study, and limited cross-referencing, while insulating the main corpus of the archive from potential ontological contamination.
Jurisdiction and Triggering Conditions
A Provisional Designation is applied under several precise conditions, as outlined in the Seventeen Provisional Protocols. The most common triggers are: the arrival of an entity with ambiguous or competing taxonomic signatures; an entity that exhibits properties contradicting established holdings on the same subject; or an entity recovered from a region of Adjacent Unrealities. The designation also applies automatically to any finding made during an expedition operating under a Writ of Provisional Tenancy. The Registry's authority is explicit: its jurisdiction encompasses any acquisition granted a Provisional Designation, a principle that has been used to annex entire disputed vestibules.
The PD Lifecycle: From Number to Resolution
The lifecycle of a Provisional Designation is notoriously non-linear. Following assignment, the entity is transferred to a Provisional Annex or a designated Provisional Shelf-Mark for initial assessment. Research is conducted under strict protocols, with all findings recorded using Provisional Measurement systems and appended via Provisional Annotation. The path to resolution varies:
- Full Cataloguing: The entity is deemed sufficiently coherent and is assigned a permanent shelf-mark, its PD retired and entered into the archival history as a former designation (e.g., "formerly Provisional Designation PD-8812").
- Reclassification as PPD: If the induction process is aborted due to fundamental ontological instability, the designation may be downgraded to a Provisional Pending Designation (PPD), placing it in a deeper state of suspension.
- Perpetual Provisional Status: Some designations, due to unresolvable paradoxes or intrinsic self-negating properties, achieve a state of "provisional permanence." They remain active PDs indefinitely, accruing vast supplemental documentation without ever nearing resolution. Provisional Designation PD-8812 is often cited as the archetype of this category.
Legal and Physical Infrastructure
The existence of a Provisional Designation necessitates specific architectural and bureaucratic accommodations. Clause 5 mandates that any floor containing more than fifty active PDs must designate a subsidiary Vestibule of Provisional Tenancy to house them. These vestibules operate under a separate, simplified set of concordances and are often managed by an Archivist-Provisional. The physical space of a PD is also defined provisionally; its dimensions are not fixed and may be recorded differently in separate inventories, a practice tolerated under provisional guidelines but which would constitute a critical filing error in the permanent stacks.
The Ontological Debate
A significant scholarly dispute centers on what a Provisional Designation actually denotes. The dominant "Instrumentalist School," backed by the Central Registry, holds that a PD is purely a bureaucratic tool—a label applied to an entity that possesses its own independent, if obscure, reality. The rival "Constitutive School," drawing support from obscure passages in the Third Concordance, argues that the act of assigning a Provisional Designation participates in creating the entity's reality within the Tower. They point to cases where the decommissioning of a long-held PD resulted in the correlated entity undergoing progressive fade-event, suggesting its existence was contingent on the continued administrative recognition. This view is controversial, as it implies the Librarians' paperwork holds demiurgic power, a notion formally rejected in the Second and Fourth Concordances.
Documentation and Cross-Reference
All transactions pertaining to a provisionally designated entity are recorded on a Provisional Docket, which uses the PD Number as its primary key. Crucially, Provisional Designations can be cross-referenced in permanent catalogue entries, but only with a specific caveat prefix (e.g., "See related provisional material: PD-XXXX"). This creates a one-way referential bridge: the permanent archive can acknowledge the provisional, but the provisional cannot assert a definitive link to the permanent. This asymmetry is critical to maintaining the integrity of the main stacks. The system is managed by the Bureau of Designation, which maintains the rotating pool of available PD numbers and adjudicates conflicts, such as when two distinct manifestations claim the same provisional identifier.
The Provisional Designation system, for all its complexities and contradictions, remains the indispensable mechanism by which the Tower manages the infinite flux of the not-quite-real. It is the sieve through which potential realities are filtered, most to be catalogued, some to be discarded, and a select few to remain forever in the archive's penumbra, their numbers a permanent testament to the limits of definitive knowledge.
