Core Designation

Definition and Distinction
Core Designation is the terminal administrative status conferred upon a subject when its Core Identifier has been adjudicated as settled, irreducible, and no longer subject to revision. It is to be distinguished from a Provisional Designation (PD), which acknowledges existence without resolving classification, and from the interim markings issued under Clause 5, which attach to locations rather than to concepts. A Core Designation is final in the ordinary sense. It is not final in the sense that the Bureau of Designation means when it uses the word in its circulars, which is a different sense, and the difference has cost the Tower four centuries of correspondence.
The distinction is procedural rather than metaphysical. A subject receives a Core Identifier on entry to scholastic review; it receives a Core Designation only when the Bureau has determined that further review would produce no alteration of the identifier. The plaque is then struck by the Supervisor Designation and affixed in ceremony. The Designation Plaque itself carries the identifier, the floor of record, and the date of affixation, but not the reasoning — a deliberate omission codified in Concordance 17, Core Principle III.2, on the understanding that reasoning is the part most likely to embarrass a later generation.
History of the Instrument
The instrument is older than the Bureau that administers it. The First Concordance provides, at Clause 9, for the "settling of a name beyond the reach of amendment," a phrase whose interpretation occupied the Second Recension for the better part of a century. The early Librarians appear to have understood settling as a moral act, binding the archive to stand behind what it had written. By the time of the Great Audit in Cycle 12,112, settling had become an accounting act: a Core Designation was what remained after every other possible designation had been tested and discarded.
The shift is visible in the holdings. Early Core Designations were issued to large and generous subjects — the Foundational Spire, the Spire Resonance Core, the Geometron Core — and were understood as honours. Later Core Designations have gone to remarkably small things. The most recent, issued in Cycle 12,447 and still disputed, designates the interval between two landings of the north stair of Floor 4,118 as an irreducible concept in its own right.
The Purist Controversy
The Alpha Purists, whose doctrine derives from the unpublished treatise On Primordial Designation, hold that a Core Designation is not an award but a confession: that the archive has failed to decompose a subject further, and that this failure is the only honest content of the record. The Purist position has never been condemned, only filed. It appears in the Core Collections under a heading the Bureau has declined to index.
"A settled name is a defeated name. Record the defeat or record nothing."

Against this, the Bureau of Designation maintains that a Core Designation is a positive act of custody, and cites Concordance III-44, Annex B, which enumerates the conditions under which a subject may be treated as foundational without thereby being treated as exhausted. The two documents do not contradict one another so much as decline to meet. The 42nd Concordance attempted a reconciliation in its Appendix of Amities and was itself designated, in part, for the attempt.
Disputes and Incidents
The most persistent quarrel in the instrument's history concerns precedence. Concordance 17, Core Principle III.2, provides that a superseded truth retains validity within its original designation but shall not contradict a later, more comprehensive truth. Read strictly, this permits two Core Designations to stand simultaneously over the same subject at different depths of description — a state the Bureau has never formally acknowledged and has never once been able to prevent. The Doctrine of Coincidental Preservation was extended by analogy to the problem in Cycle 11,908 and has been extended by analogy to eleven further problems since, none of them coincidences.
The dispute acquired a name and a grievance in the winter of Cycle 12,301, when a clerk of the Sixth Scriptorium observed that Floor 2,204 carried two plaques bearing the same Core Identifier, one issued by the Bureau and one by the Office of Recensions under an authority nobody has since located. The clerk's memorandum requesting clarification was answered in the following cycle with a clarification of a different question. The plaques remain in place. Custodial staff are instructed to dust both and to dust the left one first.
Procedure and Ceremony
The ceremony of affixation is brief and is held on the floor of record regardless of the floor's accessibility. Where a floor has been provisionally withdrawn under Clause 5, the plaque is affixed to a temporary standard and the ceremony conducted at the nearest standing landing, which in the case of Floor 2,204 is two flights away and poorly lit after the sixteenth hour. The Supervisor Designation reads the identifier aloud, inscribes the date, and declares the subject settled. Attendees are asked not to speak during the reading, and not to remain in the stairwell afterwards.
A Core Designation may be appealed within one cycle to the Bureau, on the single ground that the Core Identifier was mis-transcribed. Appeals on any other ground are received, stamped, and stored. The storage is climate-controlled and the climate is maintained at the archive's expense.
Current Register
The register of Core Designations is held unbroken from the First Concordance to the present, save for the interval of the Aperture Kappa investigations, during which the register was kept in a locked case by a clerk who did not return. The case was opened in Cycle 12,116 and found to contain the register, a spare seal, and a note reading "the third one is wrong." The note has been preserved; the third one has not been corrected.
