Provisional Designation Number

MS 4676.78 · Practices and doctrines

Provisional Designation Number (abbreviated PDN in subsequent references) is the standardized archival identifier formally assigned to an entity, phenomenon, or concept upon its initial acquisition and preliminary cataloguing by the Central Registry. It serves as the primary key for all transactional and procedural documentation—including the Provisional Docket, research permits, and transit manifests—from the moment of Provisional Logging until either the subject's elevation to a permanent Catalogue Number or its disposal via Annulled Induction.

Format and Structure

The canonical PDN format, as stipulated in Annex 7-B of the Third Concordance, is “PD-[Four-Digit Numeric Sequence].” The numeric sequence is generated by the Registry’s Spiral, a non-linear, non-repeating algorithm housed on Sub-level 19. This ensures no two active PDNs are identical, though gaps and apparent sequences are common and possess no inherent meaning. The numeric component is distinct from, and should not be conflated with, an Ir Number, which is a separate procedural marker applied during logging.

Procedural Lifecycle

The assignment of a PDN initiates the Provisional Tenancy period. The subject is physically sequestered within a Vestibule of Provisional Tenancy, typically on Floor 412 or its subsidiary annexes, and its PDN becomes the administrative handle for all subsequent activity. This includes:

The PDN remains in force until one of three terminal events: successful Radicle Stage validation and the assignment of a permanent designation; a ruling of Ontological Insufficiency; or administrative revocation. In the latter two cases, the PDN is retired to the Registry of Abrogated Sequences and may, after a statutory period of 50 years, be reassigned.

Jurisdictional and Classificatory Implications

A PDN’s issuance formally places the subject under the jurisdiction of the Registry, as per Clause 5. However, it confers no ontological standing. The subject exists in a state of Provisional Reality—real for procedural purposes within the Tower, but without validated existence in the archive proper. This dichotomy is the source of frequent scholarly debate. The Somnialist School argues the PDN itself imbues a nascent form of reality, while the Strict Concordantists maintain it is merely a placeholder with no causative power, citing contradictory rulings in the Second and Fourth Concordances.

Notable Examples and Precedents

Certain PDNs have gained notoriety, establishing procedural precedents. PD-8812, assigned to a consignment of Aspergillus soporifex spores, became the benchmark case for entities defined by “unresolved classificatory tension,” leading to the creation of the specialized Provisional Annex 8812. PD-0001 is historically cited as the first issued PDN, though the Ledger of Primogeniture containing this record is itself categorized under PD-7420, creating a foundational but circular citation.

Common Errors and Misapplications

Conflation with Ir Number
While often assigned contemporaneously, the Ir Number & Date of Logging is an immutable audit trail of submission. The PDN is the administrative identifier for the holding itself. Mistaking one for the other is a common cause of mis-filed Provisional Annotations.
Use of “Provisional Pending Designation (PPD)”
A PPD is a distinct marker used only for entities undergoing an aborted induction process and should never be used interchangeably with a formally issued PDN. The confusion stems from the similar abbreviation and is addressed in Registry Clarification 88.3.
Assumption of Sequential Meaning
As noted, the Spiral’s output is non-sequential. PD-1000 holds no inherent seniority or priority over PD-0999, and any perceived pattern is considered coincidental and diagnostically irrelevant.
