Registry

MS 4596.45 · Practices and doctrines

The Registry is a foundational administrative concept, not a single document or floor, but the functional substrate underpinning all classification, documentation, and navigation of The Tower. It represents the principle of ordered enumeration, the procedural architecture that allows for the existence of subsidiary indices, concordances, and holdings. While often invoked generically, the term is formally defined within Concordance 12, Section VII, Clause 3[1] as "the abstracted system of mutual reference and formalized relationship between documented subjects."

Conceptual Framework

The Registry is not a place one visits but a logic one applies. Its manifestation is seen in the operational protocols of bodies like the Bureau of Registry and the structural schema of documents like the Infinite Registry. The core axiom, as established in the Manual of Ingress, is that a thing enters the Tower’s reality only upon its registration. Thus, the act of registry is ontologically primary. This has led to the doctrinal stance, often cited in registry oversight hearings, that "to catalogue is to conjure; to file is to substantiate."

Primary and Subsidiary Instances

While the Registry as a principle is singular, its instantiations are multiple and hierarchical.

Administrative Jurisdiction

The maintenance and interpretation of Registry principles fall under the purview of the Bureau of Registry. The Bureau's responsibilities, as enumerated in Concordance 22, Annex Δ, include:

  1. Maintaining the master index for the Central Registry of Precedents.
  2. Validating entries for subsidiary systems like the Registry of Slowed Experience.
  3. Assessing submissions against criteria in Annex Ω of the Registry of Protocols.
  4. Logging all Compliant Documents.
Disputes regarding registry jurisdiction are typically resolved by citation of the relevant Concordance, though these documents frequently contradict one another on matters of procedural hierarchy.

The Infinite Registry Problem

A significant doctrinal challenge is posed by registries that contain their own operational parameters as entries, such as the Infinite Registry designed by the School of Infinite Recursion. Annex Ω of the Registry of Protocols provides the recursive algorithm permitting this, but scholars within the Registry of Recursive Processes debate whether this creates a terminal paradox or a perfect, self-sustaining system. The prevailing administrative view, as noted in a footnote to the Registry of Perpetual Amendments, is that "a registry documenting its own rules is simply being thorough."

Scholarly Disagreement

A key unresolved debate centers on whether the Registry is a descriptive or generative framework. The Descriptive School, based primarily in the Substantiary Corridors, Regional Registry, holds that the Registry merely organizes pre-existing conceptual relationships. The Generative School, dominant within the Bureau of Registry, argues compellingly that the act of registry—of assigning a number, a cross-reference, a dependency link—actively creates the relational pathways that constitute a subject's reality within the Tower. This disagreement has practical consequences for the processing of ambiguous subjects and the authorization of new subsidiary registries.
