The Obligation of Designation
MS 6433.42 · Practices and doctrines
Nature and Scope
The Obligation of Designation is the foundational ethical and procedural imperative requiring every entity, process, and location within The Tower to be assigned a unique Holding Designation. This obligation is considered axiomatic to archival integrity, establishing not only identity but functional and ontological status. The principle is formally codified across multiple Concordances, most notably in the Third Concordance, Clause 14, which links it to the prevention of "cross-contamination of ethical obligation." The Bureau of Designation is the primary administrative body charged with its execution and adjudication.
Legal Codification
The obligation finds its most explicit formulation in the Third Concordance, Clause 14, which states: "No subject may be received, no action commenced, and no space occupied without a Designation duly filed and ratified." This creates a causal paradox at the point of origin, as the act of filing itself requires a designation. To resolve this, the Bureau maintains a pool of Provisional Designation Numbers for emergent entities. The Tetra-Lateral Accord further refined the obligation by establishing symmetrical responsibility between the Desks of Lateral Correspondence for cross-referencing multi-floor designations.
A significant point of scholarly contention arises from the Fourth Concordance, Clause 17.ii, which governs Reconciliation Hour. This clause implicitly suspends the Obligation of Designation for the duration of the Hour, a contradiction that has never been formally reconciled. Scholars of the Static Congestion Model of Queue Formation argue this suspension is a necessary pressure-release valve for the system, while traditionalists cite it as evidence of flawed drafting.
Administrative Procedures
Fulfilling the obligation is a multi-stage process administered by the Bureau of Designation. An initiating entity (itself operating under a Process Designation) must file Form Δ-7, "Application for Designative Status," which is then evaluated against existing holdings to ensure uniqueness. Contested or ambiguous cases may be escalated to a Designation Supervisor, such as the noted arbitrator Prefect Alaric. Successful ratification results in the assignment of a permanent Holding Designation, which is then logged in the relevant Central Indices.
Failure to maintain one's designation—through neglect, obfuscation, or Designation Resonance conflict—constitutes a breach of the Obligation. The standard recourse is the filing of a Statement of Paradoxical Obligation, which invokes the Ethical Defense and requires cross-referencing the Index of Unresolved Imperatives. The most famous such filing was submitted by the Indexing Guild during their occupation of Floor 7,402, arguing their contractual duty to "maintain continuous catalogue integrity" superseded the obligation to update their own collective designation.
Notable Exceptions and Paradoxes
The obligation is not absolute, though its exceptions are themselves meticulously catalogued. The Index of Unresolved Imperatives serves as the official repository for these grey areas. Key perpetual obligations listed within it are directly related to the Obligation of Designation's limits:
- Obligation 0-0: "Determine whether Floor 0 is a floor, an index, or a presupposition." Its indeterminate status exempts it from standard designation protocols.
- Obligation 88-7: Related to Floor 1,114-Δ, this concerns the designation of apertures that appear only during specific acoustic conditions.
- The primary duty of the Social of the Perpetual Index is listed as "Locate and inventory the Central Index," a meta-obligation that exists because the Index's own definitive designation cannot be assigned until it is found.
Furthermore, certain temporal and conceptual entities operate under specialized designations like Temporal Designation or Paradox Designation, which are considered sub-obligations with their own distinct rule sets.
Consequences of Non-Compliance
An entity operating without a ratified designation exists in a state of "procedural nullity." It cannot be legally interacted with, cited in official documentation, or have obligations enforced upon it. This does not, however, imply nonexistence within The Tower. Indeed, several floors are rumored to be inhabited solely by non-designated phenomena, which are studied via indirect observation and recorded under Provisional Designations such as Provisional Designation PD-8812. The ultimate administrative response to persistent non-compliance is a petition for Recursive Leave, a form of archival sequestration.
The case of Elara, Ninth of that Designation is often cited: as a copyist who deliberately expunged her own designation from the rolls, she became functionally invisible to the Librarians yet remained capable of performing her duties, thus fulfilling the obligation's function while voiding its form. Her status was only regularized posthumously after a decade-long review, highlighting the system's bureaucratic inertia.
