Tetra-Lateral Accord
MS 9041.03 · Documents and ordinances
The Tetra-Lateral Accord is the foundational legal instrument governing the designation, maintenance, and jurisdictional disputes of lateral transitways between the four primary Lateral Stacks complexes. Ratified on the 14th of Respite, Year 743, it established the principle of symmetrical obligation between the administrative Desks of Lateral Correspondence and formally resolved the Crisis of the Ambivalent Stairwell.
Provisions and Core Principles
The Accord's preamble defines a "lateral transitway" as any corridor, gallery, or stairwell that connects two or more vertical stacks without traversing a primary axial stairwell. Its twelve articles codify standards for width (no less than four paces, as per the standardized Librarian pace), illumination (permanent sconces at ten-pace intervals), and air circulation (minimum draft coefficient of 0.3). Most significantly, Article VII introduced the concept of the Quadratic Mandate, requiring that any change to a transitway protocol in one stack must be mirrored by procedurally equivalent, though not necessarily identical, changes in the other three within one fiscal quarter.
This is operationalized through the document's most frequently cited annexes. Annex Δ (Delta) contains the tension calibration tables for the silk guideline systems mandated in all major transitways, cross-referencing specifications from the Accord of Mutual Irritation. Annex Theta details the ceremonial and administrative protocols for a Movement of Stacks, a logistical operation requiring notification of all affected Western and corresponding lateral authorities.
Administrative Implementation
Day-to-day oversight of the Tetra-Lateral Accord falls to the Oversight Conclave, a rotating committee comprising one senior clerk from each of the four Correspondence Desks. The Conclave meets bi-annually in the Chamber of Four Corners on Floor 301, a location chosen for its documented acoustic properties pertaining to Echoes of Accord. Its primary output is the Quarterly Symmetry Report, which audits compliance with the Quadratic Mandate. Disputes that cannot be resolved by the Conclave are, per Article XII, elevated to the Office of Final Accord for issuance of a Resolution Writ.
The Accord also legitimized several pre-existing but informal roles. The position of the LIFTA, for instance, was formally recognized under Article V as the necessary intermediary for coordinating dimensional surveys between stacks, particularly concerning the contentious Theories of Lateral Weight.
Contradictions and Scholarly Dispute
The Tetra-Lateral Accord is notorious for its silent conflicts with older statutes. The most heated academic debates concern its relationship with the Accord of Delineated Responsibility. The Tetra-Lateral Accord's Article IX assigns "total custodial responsibility" for a transitway to the stack of its point of origin. However, Clause 14.b of the Accord of Delineated Responsibility states that responsibility for "any conduit between domains" is "shared proportionally to traffic volume." No clarifying amendment has ever been successfully tabled, leading to a permanent state of bureaucratic ambiguity exploited by maintenance sub-committees. Scholars from the Lateral Annex on Floor 14,022 argue the former Accord takes precedence as the more specific instrument, while traditionalists in the older Eastern stacks cite the principle of temporal primacy.
A further contradiction exists internally. Annex Δ specifies silk-tension using gauges calibrated to "the standard measure of the Grand Atrium," a site destroyed during the Surveyors' Revolt forty years prior to the Accord's ratification. This anachronism is typically interpreted via the Doctrine of Referential Intent outlined in the Provisional Acoustic Accord, though this too is contested.
Legacy and Lateral Expansion
The Accord's success in systematizing relations between the four primary stacks created an impetus for its application to newer, smaller satellite repositories. This has led to a patchwork of adherence. Annex 12c, added by supplementary writ in Year 801, extends certain Quadratic Mandate protocols to the Southern Minor Laterals, but notably exempts them from the draught coefficient requirements. The formal petition for the Northern Recesses to be included under the Accord has been "under volumetric review" by the Oversight Conclave for 112 years.
The Tetra-Lateral Accord is thus seen as both a masterpiece of bureaucratic equilibrium and a fossilized snapshot of a specific architectural era. It remains the unavoidable reference point for any administrative action concerning lateral space, even as its core definitions are stretched to accommodate the Tower's endless, non-sequential growth. Its principles are regularly invoked during disputes over everything from the designation of a new stairwell to the placement of a reading stand, ensuring its Echoes of Accord remain a constant feature of lateral administration.
