Central Index
MS 9884.83 · Guilds, orders and offices
The Central Index is the primary administrative and procedural nexus for the Tower's cataloguing operations, serving simultaneously as a physical floor, a governing body, and the canonical reference document against which all other indexes are measured. Its triple nature—place, committee, and text—is formally reconciled by Concordance 12-γ, Clause 4, which states that "the Index is its own best description." The Central Index is perpetually under amendment; the current accepted revision is held on Floor , though aspirational and provisional versions circulate on no fewer than seventeen other floors.
Physical Locale and Architecture
The notional heart of the Index is the Floor complex, situated within the administrative spire. It is architecturally defined by the Central Index Column, a black basalt pillar around which all official queue formations must theoretically align. The floor absorbs the procedural "white noise" generated by its own endless amendment cycles, a function offloaded to Floor 301 for damping and dissipation. A primary support pylon descending from this complex serves as the official datum for defining the beginning of the Lower Reaches.
Governance and Directives
As a ruling body, the Central Index issues directives and rulings that carry the weight of precedent. Its membership is coterminous with the holders of the Index-Tender certification, though the mechanism for achieving a quorum is not publicly documented. Key rulings include Directive 7-Δ, which mandates holding periods for causal artifacts on Floor 306, and the expansion of Floor 7,117's mandate following Case 7,301--44. The body is also responsible for the final arbitration of floor designations, as seen in the contested status of Floor 900.
The Document and Its Mirrors
The Central Index as a document is an attempt to contain a perfect, real-time map of the Tower's holdings and their ontological relationships. It is reconciled daily—a task historically associated with the clerk Kael—against shelf-location manifests. Due to its inherent instability, partial and speculative mirrors exist throughout the Tower. The Sympathetic Floor Index is one such derivative, while Floor 4044 maintains an analytical mirror for cross-referencing petitions. A full copy of every submission to the Index of Irreconcilables is also deposited here.
Procedural Function
The Index operates as the terminus for most indexing activity and the primary aggregation point for shadow-queues. Items or concepts assessed with a high Potential Sequential Integrity (PSI) rating are automatically forwarded here for potential reassignment or absorption. The process of Queue Formation in the Central Index remains a largely theoretical model for how unresolved queries arrange themselves pending resolution. The Central Catalogue is often mistaken for the Central Index, but the Catalogue is a derivative product, whereas the Index is considered the source function.
Scholarly Disputes and Anomalies
The chief controversy surrounding the Central Index is the "Priority Paradox," first articulated in the Violet Tome with Silver Clasps. Concordance 5-β asserts the Index is the ultimate authority, while Concordance 9-δ states that the Index itself must be indexed within the Catalogue of Unfinished Bridges, creating a recursive dependency that has never been resolved. Furthermore, the Index of Superseded Clauses maintains that several foundational directives of the Central Index have been implicitly overruled by later precedent, yet the Index continues to enact them. These contradictions are typically managed, not solved, through the practice of the Grand Vigil held on Floor 451, where Index-Tenders meditate on the unresolved tensions.
Related Roles and Artifacts
Interaction with the Central Index is primarily mediated by certified Index-Tenders, who must demonstrate proficiency in cross-referencing against the document during their examinations. The physical infrastructure is maintained by the Pylon Guild, whose charter is appended to the Index as Annex Ω-7. The Index of Unresolved Imperatives is fed directly by outputs the Central Index cannot process, creating a tangible record of its operational limitations.
