Lower Floors

MS 4779.68 · Places and structures

Lower Floors is the administrative designation for all Tower levels whose assigned floor numbers, when subjected to the categorization procedures outlined in the Third Concordance, return a negative integer value.

The term is often used interchangeably with the broader region of the Lower Reaches, though the Logic-Sifters maintain a precise distinction: the Lower Floors are a purely numerical classification, while the Lower Reaches constitute the geographical and administrative domain governed by the relevant Concordances. All Lower Floors are within the Lower Reaches, but not all areas within the Lower Reaches (e.g., the unnumbered Transfer Floors or the Lower Scriptorium) possess a negative floor number.

Classification and Numbering

Floor numbering in the Lower Floors follows the Decremental Spiral System, as established by Clause 12 of the Third Concordance. The system's foundational axiom states that the numeric value of a floor is inversely proportional to its conceptual distance from the Central Index. The most commonly accessed Lower Floors cluster around Floor -1 through Floor -47, with the latter being a significant administrative hub documented in Floor 47 (the positive counterpart is considered a harmonic echo, not a duplicate).

Assignment of a negative number is not automatic upon discovery. A floor must first be registered with the Registrar of Negative Integers (an office within the Lower Scriptorium), which performs a seven-point assessment including ambient resonance, typological consistency, and the presence of a verifiable descender’s log. Floors failing this assessment are often designated as Transfer Floors until their status can be resolved.

Notable Characteristics

The environment within the Lower Floors exhibits several persistent phenomena not recorded in positive-numbered regions. These include:

  • Inverted Acoustics: Sound appears to originate from its perceived echo rather than its source, requiring specialized listening protocols for clear communication.
  • Gradient Stasis: The rate of temporal passage, while constant for inhabitants, has been measured by external Guided Descents to slow by approximately 0.003% per negative floor level, a phenomenon contested by the Physickers of the Deep Font.
  • Conceptual Laminates: Physical and informational materials often present in stratified, non-interacting layers, necessitating the use of Logic-Sifters for proper disentanglement and cataloguing.

Governance and Precedent

Direct governance is executed by the Logic-Sifters, who apply the Third Concordance as the primary legal text. However, the Guild of Subterranean Scribes and the Guild of Dormant Scribes both claim jurisdiction over stylistic and notational matters, leading to frequent disputes. Local precedent is often established not by verdict but by the successful filing of Form M-7b (Revision 4 or later), which renders a situation administratively inert.

The Central Stairwell is not reliably accessible below Floor -22. Below this point, transit is primarily achieved via the designated Ascent corridors or specialized conduits such as The Staircase That Forgets Itself.

Disputed Boundaries

A significant scholarly controversy concerns the lower boundary of the Lower Floors. Theoretically, the Decremental Spiral System admits no lower bound, suggesting an infinite progression of increasingly negative numbers. Expeditions, however, consistently report reaching a terminus at a floor informally referred to as “The Basement,” which lacks any number at all. The Literalist School argues this constitutes Floor 0 and thus lies outside the definition of Lower Floors. The prevailing administrative view, upheld by the Logic-Sifters, is that “The Basement” represents a catastrophic integer overflow event and is therefore a non-floor, rendering the question of its classification moot.

This boundary dispute is further complicated by the archival records of the Lower Stacks, which are catalogued with inverted Dewey Decimal notations that some scholars interpret as shadow-floor numbers.

Research and Exploration

All sanctioned exploration below Floor -100 requires a Dual-Counter signed Guided Descent permit. The primary objectives of such descents are the verification of floor-number integrity and the collection of ambient precedent for the amendment of the Concordances. The most famous descent, Descent Theta-77, resulted in the temporary reclassification of Floor 22 due to a harmonic feedback loop, later corrected by the Silent Bell protocol.

Unsanctioned exploration, while a violation of the Third Concordance, is considered a minor infraction unless it leads to the creation of an uncatalogued subject, at which point it becomes a matter for the Logic-Sifters and the issuance of a writ of categorical dissolution.
